Main Purpose & Function

The Junior Applications Specialist ensures the City’s online properties are operationally sound and perform in accordance with the organization’s technical standards. As a junior frontend developer, they are responsible for modifying, enhancing and testing system functionality, interactive components and interfaces for the various digital platforms including but not limited to websites, mobile applications, web applications, and digital analytics products. More importantly, this role will be responsible for testing our products to ensure we are meeting a high standard of quality.


The position reports to the Technical Lead, Digital Services and works under the close supervision of the Digital Services Team (Digital Application Specialists, Digital Strategists and Digital Performance Specialists), Web Architecture Team, Help Center staff and other IT partners.


Specific Duties & Responsibilities

  • Carries out related testing and debugging tasks to ensure delivery of high quality products
  • Responsible for modifying, and enhancing existing system features and functionality for the City of Vancouver website, mobile and web applications
  • Modifies existing site templates based on recommendations from the Digital Services team to improve layout, usability, accessibility and conversion paths
  • Develops engaging, interactive components and interfaces using a variety of web technologies
  • Receives direction from Digital Strategists and Technical Leads to analyze existing and proposed systems to ensure optimal outcome
  • Assists applications developers to improve layout, usability, and functional design to adhere to City of Vancouver standards
  • Schedules and coordinates changes to web assets (that may arise as a result of software or hardware maintenance, implementation of new technologies, applications, or CMS functionality) while exercising considerable independent judgment
  • Identifies risks associated with planned changes to minimize negative impacts on site visitors, business operations, or site administration
  • Reviews and analyzes systems post implementation, to ensure the implementation did not introduce defects and/or performance issues
  • Supports the resolution of escalated issues by participating in testing and quality control activities and works in a professional manner when dealing with sensitive data
  • Other duties/responsibilities as assigned.



Education and Experience:

  • Completion of Grade 12 with emphasis on mathematics/technology supplemented by courses in computer science, web development, computer programming or related field, preferably university graduation at Bachelor level with major courses in related subjects.
  • Considerable related experience with preference given to candidates who have a minimum of two years’ experience in Computer Programming or an equivalent combination of training and experience.


Knowledge, Skills and Abilities:

  • Working knowledge of web accessibility guidelines and accessible web development
  • Working knowledge of quality assurance procedures or user acceptance testing and monitoring methodologies, particularly as they relate to large web site implementations
  • Skilled in the following technologies:
    • Comfortable with (Must have)
      • HTML5,CSS
      • JavaScript, JQuery
      • Basic web form development
    • Experience with (Nice to have)
      • Bootstrap
      • AJAX
      • JSON, XML
      • RESTful APIs, OAUTH 2.0
      • Server side programming experience with ASP.NET or other languages
  • Working knowledge of responsive, cross-browser and mobile design, development and testing
  • Working knowledge of static and database driven CMS’ like Umbraco, OpenText, WordPress, and Drupal
  • Skilled in web development tools e.g. Visual Studio/Team Foundation Server, Visual Studio Team Services, Dreamweaver and Contribute
  • Ability to support CMS-driven website within a complex environment, including templates, modification, testing and enhancement
  • Ability to work effectively in a changing environment and perform under pressure, organize multiple priorities and meet deadlines, articulate risks and make clear recommendations, and identify ways to improve service delivery.
  • Demonstrated ability to work both independently and as a member of a team
  • Excellent oral, written and presentation skills with ability to communicate to all levels of the organization
  • Ability to establish and maintain effective working relationships both internally and externally with technical and non-technical staff
