Reporting to the City’s Chief Financial Officer, the Director of Financial Services has a mandate to advance the City of Vancouver’s mission and operations through financial leadership, service excellence and innovation. The Director is responsible for the City’s financial reporting and accounting as well as stewardship of financial resources and assets in a large and complex environment.  This role also develops and administers key financial policies and critical financial processes related to the City’s financial resources, revenues and expenditures including administration of a number of the City’s core operational processes such as property tax and utility billing and collection, payroll for over 10,000 staff, and accounts payable and receivable.  As well, the Director is responsible for the administration of Vancouver’s Empty Homes Tax, the first of its kind in Canada, directed at improving affordable housing in Vancouver. The Director plays an integral role in defining the City’s financial systems and ensuring development of and compliance to internal controls as well as to external legislative requirements. In addition, the successful candidate works to partner with the various departments and agencies of the City to support their ability to meet the financial reporting and accounting needs of the organization.

 

A strategic systems thinker with experience in large, complex and highly diverse organizations, you are a seasoned accountant with at least 15 years of senior leadership experience. You have excelled at providing outstanding service in a multi-stakeholder environment, and you have experience working in organizations with multiple lines of business. You bring a strong understanding and aptitude for financial reporting, financial systems, processes and policies, internal controls and compliance. As a leader of more than 100 unionized and non-unionized staff, you have a proven track record as an excellent developer of team and you are able to maximize the contributions of the team to meet changing business needs. You bring an ability to innovate in a large, complex environment, and you bring clarity and standardization to end-to-end business and accounting systems and controls. Your experience is complemented by a degree in a related discipline and a CPA designation. Experience in the public sector and in a unionized environment would be an asset.
