Main Purpose & Function 
Reporting to the Development Services Section Head (CEII) through the Development Services Supervisor, the Engineering Assistant IV primarily coordinates Engineering permits and arrangements related to Building Permits and supervises Engineering’s Client Services Counter.
The EA IV performs and supervises a variety of technical work related to the processing of Building Permits. This work includes administering the use of City property around new private development sites and existing building alterations that affect City property. This role will also assist with performing technical work related to the coordination of the department’s review for Rezoning and Development Permit applications. This position will supervise the department’s Client Services Counter.


The EA IV interacts with the public seeking permits at the counter, the Engineering Assistants within the branch, and other internal groups including Traffic and Data Management and Utilities Management Branches. This role entails communication with Planning and Development Services such as project facilitators, rezoning planners, building review branch and development planners is required.  The position is a primary point of contact for applicants (developers, contractors, consultants, general public).


Specific Duties & Responsibilities

  • Supervises and supports Office Support Clerks at the Client Services Counter as well as Engineering Assistants, providing guidance, training and administering operational procedures such as assigning work, setting employee schedules,and approving and documenting leave requests. This requires the supervisor to be fully on-site Monday to Friday, 8:30AM-5:00PM.
  • Performs and coordinates Engineering’s technical review of excavation and shoring drawings and complex permits: Street Use Permits, Street Occupancy Permits and Temporary Special Zones including coordinating major road closures for crane lifts, concrete pours etc.
  • Performs amendments and ongoing administration of construction permits such as review of deposits on account, requesting TV utility inspections and similar related duties
  • Administers collection and generates release requests for deposits and letters of credit relating to Building Permits
  • Correspondence assistance for the field enforcement team (BSI’s) with the issuance/collection of LUF’s/MTI’s and issuance of enforcement letters
  • Collection of deposits from permit holders, setting up and reconciling charge accounts for work required by CoV departments
  • Provides technical advice and resolves technical issues and conflicts with other departments, developers, architects, engineers and contractors including organizing and attending meetings
  • Composes letters and memos summarizing engineering advice on development related applications including formal correspondence to the public, senior management and/or elected officials
  • Assists managers/supervisors in the implementation of procedures, evaluating performance and participating in hiring
  • Key branch and engineering contact for 3-1-1 pertaining to construction and street use complaints or issues.
  • Other duties and responsibilities as assigned



Education and Experience:

  • Senior matriculation supplemented by advanced technical courses with considerable practical experience in related work or university graduation in Civil Engineering or an equivalent combination of training and experience.


 Knowledge, Skills and Abilities:

  • Proven supervisory skills, including the ability to direct and supervise the work of subordinates engaged in technical office tasks.
  • Ability to establish and maintain effective working relationships with subordinates, other staff, owners, architects, engineers, contractors and members of the public
  • Sound knowledge of departmental procedures relating to various engineering projects
  • Knowledge of relevant by-laws, codes, acts and regulations governing the work
  • Ability to read and interpret engineering drawings and technical data related to the work
  • Ability to perform complex and or review technical work with tight timelines and multiple priorities, including the issuance of complex street use permissions
  • Ability to perform engineering computations and estimates, including calculating fees and deposits based on by-law requirements
  • Ability to create recommendations based on technical information, displaying superior engineering aptitude.
  • Excellent verbal and written communication skills including the ability to draft clear and concise letters and reports, and provide clear direction to subordinates on technical matters
  • Excellent organization and record keeping skills
  • Knowledge of electronic filing and permitting systems such as VanDOCS, POSSE, AMANDA and PRISM
  • Working knowledge of Work, Excel and Outlook
