Main Purpose & Function

The Equipment Management Engineer is a management position that provides technical, management, leadership and financial expertise and oversight to the reporting unit.  The position is responsible for comprehensive asset management of the City’s 4,500 unit vehicle and equipment fleet, ranging from small equipment, automobiles, light and heavy duty trucks, to heavy equipment.   This position is responsible for overseeing engineering works, fleet investment decisions and budgeting, preventative maintenance program development, rentals and leasing, and development and execution of the City’s green fleet plan.  The position also provides fleet related technical expertise to internal departments and to senior management across the City.    


This position is one of three positions reporting to the Manager, Equipment Services Branch.  The Equipment Management Engineer provides leadership direction to ten direct reports while overseeing all management responsibilities of the reporting unit.


Specific Duties & Responsibilities


  • Provides mechanical engineering design and failure analysis expertise and oversight to staff to ensure fleet and non-fleet engineering work is done in accordance with all standards and regulations
  • Oversees development of equipment requirements and specifications based on operational and process needs
  • Manages the fleet preventative maintenance program to ensure it meets all regulatory requirements and best practices
  • Provides expert engineering guidance, support, and reporting on fleet related environmental and sustainability initiatives
  • Leads a team of multi-disciplinary professionals and unionized staff while creating an environment of collaboration, innovation, and continuous improvement
  • Develops and implements innovative business solutions, programs and services, provides leadership and oversight on projects, and collaborates with others on integrated solutions and initiatives across the City of Vancouver
  • Oversees the City’s Fleet Rental and Lease business
  • Develops and implements policies and procedures, methods, and standards and ensures controls are created and followed to foster operational efficiency, monitor compliance, mitigate risks, and achieve unit results
  • Establishes capital and operating budgets for fleet including long-term planning scenarios and regular reporting
  • Analyzes ongoing fleet costs to determine optimum financial lifecycles for fleet using engineering economic analysis methods
  • Provides expert financial guidance to internal customers regarding economic impacts of equipment alternatives and overall fleet costs




Education and Experience:

  • A university degree in Mechanical Engineering and a minimum of five years related experience with truck/fleet and/or the equipment industry is required
  • Registration or eligibility for registration as a Professional Engineer in B.C. is required
  • A minimum of 3 years administrative, management and budgeting experience


Knowledge, Skills and Abilities:

  • Extensive knowledge of engineering and fleet related principles, practices and regulations, including Canadian Motor Vehicle Safety Standards, the National Safety Code, and Worksafe BC regulations and other such legislation concerning the management of a commercial fleet of vehicles and equipment
  • Ability to develop and execute organizational and strategic plans
  • Sound knowledge and experience with computer programs including MS Office, enterprise software such as SAP, and fleet management systems
  • Strong interpersonal, written and verbal communication skills
