Main Purpose and Function

The GIS Technician is responsible for carrying out tasks related to the GIS (Geographic Information System)  and CADD (Computer-Aided Design and Drafting) Services at the Vancouver Park Board for provision of spatially-related services to its departments. The position provides support for services that include field data collection, supporting GIS and CADD applications and data, providing training, writing documentation, and supporting a variety of business applications and data. 


Specific Duties/Responsibilities

  • Performs PC-based mapping, graphics and data functions including creating and maintaining GIS and CADD data using GIS, GIS-enabled and AutoCAD-based programs; creating custom tabular or cartographic output and preparing hard copy plots
  • Creates map layers and CADD resources for GIS applications
  • Conducts data and functionality testing and validation for GIS systems
  • Non-programming conversion of data from a variety of sources (such as spreadsheets and Microsoft Access) to GIS, CADD and related formats
  • Assists with and delivering training in GIS and CADD applications
  • Creates system and user documentation related to GIS and CADD
  • Assists in the resolution of issues related to GIS and CADD applications
  • Assists in the testing of new and changed GIS and CADD applications
  • Maintains and upgrades the Park Board’s as-built drawing inventory and project records.
  • Assists in the development of standards and is responsible for preparing samples, conducting research, and preparing draft information on request.
  • Works with third-party reporting software packages and basic macro creation in desktop productivity tools
  • Supports field data collection tasks by configuring and training staff to use field hardware and software, including GPS receivers and handheld devices
  • Maintains a basic level of currency in information technology equipment and procedures in general; and in personal computers, peripherals, and Windows-based desktop productivity software in particular
  • Other duties/responsibilities as assigned


Minimum Qualification Requirements

Education and Experience:

Completion of Grade 12, supplemented by successful completion of diploma in CAD and GIS courses at the vocational or technical school level and sound related work experience or an equivalent combination of education, training and experience.


Knowledge, Skills and Abilities:

  • Considerable knowledge of CADD tools and principles
  • Sound knowledge of manual and computer-assisted mapping standards and procedures applicable to a municipal environment
  • Sound knowledge of Geographical Information Systems (GIS) and their use in a municipal  environment and of their interaction with CADD systems and business processes
  • Sound knowledge of information technology including  Microsoft operating systems; office productivity software; network, client-server, relational and object-oriented concepts
  • Sound knowledge of the organization of the City and its departments
  • Working knowledge of modern office procedures and equipment
  • Some knowledge of the operations, procedures and policies of various city departments
  • Proficiency in ESRI tools
  • Good organizational skills
  • Ability to communicate effectively both orally and in writing with all levels in the organization, and with external clients
  • Ability to develop and maintain effective working relationships at all levels in the organization, and with external clients
  • Ability to work effectively with changing and competing priorities with frequent interruptions within a multiple task environment

Salary Information: Pay Grade GR-021: $33.56 to $39.50 per hour
