Main Purpose & Function 
The Park Board Engagement Manager is responsible for planning, policy development, and oversight of execution to all aspects of public engagement strategies and activities across all Park Board service groups including development of internal-focused stakeholder engagement strategies. The Manager provides leadership and innovation for the public engagement needs of a diverse portfolio of complex projects by advancing transparency, equity, trust building, evidence-based decision-making, community development and excellence in customer service. The position manages and resolves most project issues and where appropriate, seeks strategic guidance from leadership.


Specific Duties & Responsibilities

  • Collaborates closely with Senior and Extended Leadership Team in the identification and assessment a wide range of sensitive, emerging and high-profile issues and engagement needs and the formulation of a broad engagement strategies.
  • Establishes best practices and policy for public engagement and helps build broad engagement capacity within the organization to ensure consistency in initiatives within the Park Board to uphold such practices.
  • Provides leadership, direction and supervision to staff in the development and execution of public engagement programs in support of all Park Board service groups. e.g. Capital Delivery (new and renewed parks, outdoor recreation and facilities), Planning, Environment & Sustainability (major strategies and master plans), Recreation (Facilities operations, Community Centre Associations), Parks Operations (311 and customer experience) General Managers Office (Elected Board, Reconciliation and Decolonization initiatives,) and Business Services (Commercial and Business Partners)
  • Plans and oversees the design and implementation of complex and specialized internal and external stakeholder engagement initiatives.
  • Works closely with the Senior Manager, Communications to ensure the coordination and integration of communications to support engagement strategies, plans and activities.
  • Manages cross-functional teams to execute the engagement strategies and plans for the Park Board’s major initiatives including the development of tools and tactics.
  • Provides general oversight and quality control with respect to the implementation of the Parks Board’s engagement programs, policies and standards.
  • Works closely with project managers and senior planners in the development of scope for work procuring public engagement consultants to support large-scale, complex projects, ensuring needs identification and necessary skills and experience are procured.
  • Plans and oversees staff, consultants and contractors involved in developing and implementing public engagement projects and initiatives
  • Oversees the maintenance and analytics of public engagement data form all sources including 311
  • Provides substantial innovative leadership in terms of generating ideas and works successfully with Senior Leadership, colleagues, external agencies, researchers and others in raising the profile and impact of the Park Board
  • Proactively builds, develops, maintains and manages strong working relationships within the team and across the organization understanding the evolving service delivery of the organization and its various partners, stakeholders and community.
  • Effectively manages budgets and processes to execute initiatives in a timely manner.
  • Creates a supportive and inclusive environment that promotes improved performance. Coaches staff and provides the information and training necessary for high team performance
  • Leads and develops key performance indicators and service metrics for engagement activities and outcomes and reports on department performance quarterly
  • Provides strategic advice senior leaders in the organization on the management of public facing and internal engagement and consultation processes, including advice working with stakeholders, partners, and community organizations. .
  • Prepares and delivers updates, summaries, regular reports, memos and presentations to the Director, General Manager Park Board, Park Board Commissioners, Council and Steering Committees, providing information and recommendations on relevant initiatives.
  • Other duties/responsibilities as assigned



Education and Experience:

  • Bachelors Degree in Communications or Planning, Masters Degree in Policy, Planning or Communications preferred
  • Minimum 10 years of experience in progressively senior public engagement/communications roles
  • Minimum 7 years experience managing employees, project teams and contractors


Knowledge, Skills and Abilities:

  • Considerable knowledge of, and demonstrated skills in, developing and implementing all facets of strategic engagement and outreach, stakeholder and community relations.
  • Considerable knowledge of leading practice in public/civic engagement and communications and the development of policy, strategies, plans and tactics
  • Considerable knowledge of large scale master planning and polices for municipal projects e.g. urban planning studies, parks and recreation strategies
  • Considerable knowledge of managing engagement programs and communications in a complex, rapidly changing and diverse environment.
  • Considerable knowledge of business process improvement methodologies
  • Ability to navigate high-conflict issues and across departments, with senior management, external stakeholders and ensuring that the elected-Board is provided the information (comprehensive and data leading practice analytics) to ensure social licence they need to make decisions
  • Ability to manage complex public and stakeholder consultation and engagement projects and programs
  • Ability to understand and articulate complex stakeholder landscapes, mapping of key influences, issues and identified those who are not represented.
  • Excellence in diplomacy, tact and dealing with sensitive communications and issues
  • Ability to interpret, apply and execute approved policies, strategic directions, and operational functions in a municipal environment.
  • Ability to apply project management methodologies for successful project completion.
  • Ability to manage project staff to achieve program and project goals.
  • Advanced research, analytical and problem solving skills, with the ability to identify and resolve issues where there is no precedent.
  • Ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from stakeholders and team members.
  • Excellent interpersonal skills and proven ability to establish and develop effective relationships with staff, executives, Boards, businesses, unions, community organizations and other stakeholders.
  • Excellent written and verbal communication skills with the ability to negotiate, influence, and liaise effectively with colleagues, members of the public and external agencies.
  • Ability to manage through change and assist others with adapting to change.
