Main Purpose & Function 
The Vancouver Board of Parks and Recreation is seeking an experienced, service oriented leader to join us as Manager of Recreation Services. Reporting to the Director of Recreation and acting as a key member of the division’s senior management team, you will lead a team that is responsible for developing and delivering recreation services and facilities to meet the existing and emerging needs of the citizens of Vancouver.

 

With other senior Park Board and City of Vancouver staff, you will work collaboratively with government bodies, local businesses, non-profit societies, and community centre association members to progress agreed upon objectives. As an accomplished professional, you will provide direct leadership to a team of exempt supervisors who manage the city-wide network of community centres; as well as provide leadership for other recreation operations as required.

 

Specific Duties & Responsibilities

With overall responsibility for ensuring high-quality customer service, effective resource management and effective labour relations within the assigned portfolio, your responsibilities will include:

 

  • Providing leadership to all senior recreation staff, as well as within the portfolio, including creation of development plans and assigning work that leverages individual capabilities and learning opportunities.
  • Overseeing personnel management which could include determining workforce needs, recruitment, coaching, performance planning, training, change management, discipline and termination.
  • Managing personnel issues, including administering collective agreements and engaging with relevant internal and external parties to resolve disputes.
  • Preparing and managing operating budgets and providing input to financial planning and analysis for the division.
  • Leading or participating in the development of plans for changes to City parks, recreation services and facilities.
  • Actively participating in the development and delivery of strategic plans, policies and procedures for the division and department and reporting on progress.
  • Leading and supporting staff in areas of collaboration with external stakeholders such as community groups and local community centre associations.
  • Providing leadership support for organizational initiatives as required.

 

Qualifications

The successful candidate is a progressive, strategic and innovative leader with a strong combination of operational management, staff and budget management experience and the ability to maintain and enhance service offerings and business outcomes.

 

Education and Experience:

  • Bachelor’s degree in recreation, public administration and/or related discipline or an equivalent combination of education and experience.
  • Considerable senior management experience gained through seven (7) to ten (10) years of progressively more responsible roles within recreation or a related field
  • Demonstrated experience in the development and/or effective management of public policies, customer service initiatives, and/or business process improvements
  • Demonstrated experience with human resources and labour relations management in a unionized environment, including recruitment, coaching, performance planning, training, change management, discipline and termination, and representing employer at grievance hearings
  • Considerable experience with the creation and presentation of public information (formal/informal reports, other publications) as well as engagement involving a diverse range of stakeholders
  • A track record of achieving measurable results driving forward multiple initiatives to deadlines
  • Strong experience in leading an organization towards a culture of engagement and performance using industry best practices, key performance indicators and continuous process improvement.

 

Knowledge, Skills and Abilities:

  • Proven ability to simultaneously manage multiple organizational priorities, projects, deadlines
  • A strong understanding of the role of data, metrics and tools to support the planning and decision making process
  • Excellent knowledge of MS Office (Outlook, Word, Excel, PowerPoint)
