Main Purpose and Function

The Public Engagement Manager defines and guides the public engagement work of the City and is responsible for ensuring best practices in public engagement across the organization; develops, coordinates and facilitates the public engagement portfolio which includes working with client departments on all matters of public and stakeholder consultation and engagement, strategic development and delivery of engagement activities; responds to emerging issues and opportunities, civic aspirations and concerns; maximises efficient delivery and ensures effective evaluation of programs; develops, in collaboration with client departments, goals and strategies for community and stakeholder engagement; advises on targeted engagement approaches;  participates in joint public engagement programmes across different levels of government; responsible for innovative input in terms of generating ideas and working successfully with colleagues, external agencies, senior management and others in raising the profile and impact of the City of Vancouver.  


Within a complex and changing environment, ensures strategic continuity across disciplines to achieve the goal of the public engagement portfolio, including supervising the performance and work of staff and ensuring program continuity and flexibility to meet emerging needs, such as, hiring, termination, evaluation, discipline, support, coaching, professional development and representing the employer in the grievance process. 


Works closely with the Director and other Communication centres of expertise to deliver, implement and support an integrated and complimentary approach to all communication efforts within the City.


Key Contacts and Reporting Relationships

Reports directly to the Director, Civic Engagement and Communications, and manages a team of communications professionals.  Works closely with the Assistant Directors and partners with the Communications Managers. Other key contacts are senior executives and staff in client departments, Communications staff and outside contractors.  Also is the key point of contact for public consultation and engagement in the Communications department and will provide strategic internal and external consultation and engagement advice to client departments.


Specific Duties/Responsibilities

  • Provides best practices leadership, direction and supervision in the development and execution of engagement programs in support of the City’s major initiatives.
  • A strategic partner to the business units, develops and oversees the design and implementation of complex and specialized internal and corporate engagement initiatives.
  • Develops, builds and maintains excellent working relationships and understanding of client group and its various stakeholders
  • Leads analytical and advisory research work related to the public engagement portfolio
  • Responsible for delivering, coordinating and facilitating the development of a portfolio of team projects and providing support in the strategic development and delivery of future activities
  • Responsible for development of goals and strategies for community and stakeholder engagement
  • Provides substantial innovative input in terms of generating ideas and works successfully with colleagues, external agencies, researchers and others in raising the profile and impact of the City
  • Leading the engagement strategy, partners with leaders in key business sections to deliver outstanding results
  • Proactively builds, develops, maintains and manages strong working relationships within the team and across the organization.
  • Directs integrated engagement strategies and execution across business units and communications portfolio
  • Effectively manages budgets and processes to successfully execute initiatives in a timely manner.
  • Provides leadership and supervision to staff and contractors, including hiring and termination, discipline, performance and attendance management, coaching, training and development. Inspires, motivates, guides ad directs all staff
    • Prvides coaching on a timely basis; develops goals and expectation, identifies training and development for subordinate staff
    • Meets with empolyees to resolve disputes and administers appropriate collective agreements, hears grievance meetings at step 1 of the grievance process and in consultation with superiors has the authority to resolve grievances at that step
    • Establishes and maintains communication with staff to discuss policies, administrative issues and share information, program plans and problem solve around difficulties encountered working in a challenging environment 
    • Setting performance goals and coaching employees to achieve desired results
    • Ensures that team members understand the departments/organization’s priorities and goals and how their roles link to these
  • Manages cross-functional teams to execute the engagement strategies and plans for the City’s major initiatives including the development of tools and tactics.
  • Effectively utilizes existing tools and tactics and implements new methods as well, to ensure that engagement processes are appropriate, timely and transparent.
  • Proactively identifies emerging issues and opportunities on a regular basis, and recommends appropriate engagement approaches
  • Responsible for the development, handling and distribution of sensitive information to senior management in a timely manner.
  • Provides solutions, recommendations, advice and support to leaders in the organization in the communication of internal and corporate messages to ensure transparency and understanding.
  • Fosters trust and credibility through ongoing, clear, accurate, open, timely and two-way communication and engagement with internal and external audiences.
  • Provides regular instruction to junior Communications staff to ensure consistency in the services provided by the Communications department.


Other duties/responsibilities as assigned.


Minimum Qualification Requirements

Education and Experience:

  • Degree with a focus in public engagement or communications or related discipline, Bachelor’s acceptable, Master’s level preferred
  • Minimum 7 years of experience in progressively senior communications/public engagement roles
  • Minimum 3 years of experience managing employees, project teams and contractors
  • Demonstrated experience with complex public and stakeholder consultation and engagement projects and programs.


Knowledge, Skills and Abilities:

  • knowledgeable about local government operations and processes
  • Second language an asset
