Job Summary: Reporting to the Human Resources Director, the incumbent takes the lead to conduct Occupational Health Safety (OH&S) assessments required by and in compliance with the Occupational Health and Safety Regulation. This position is required to anticipate, recognize, evaluate and recommend changes to Library procedures relating to OH&S. Writing or updating procedures through consultation with employees and with management approval is required. The incumbent maintains a consulting relationship to the Neighbourhood Services Managers, Branch Heads and Supervisors. As a member of the OH&S Committee the position works collaboratively with other HR consultants, department managers and supervisors from all areas of VPL as required.


Job Requirements


Duties & Responsibilities:

  • Implement and monitor compliance and safety initiatives with new or existing safety and health programs in consultation with City of Vancouver Safety Specialist.

  • Review and provide recommendations to ensure OH&S regulatory compliance through ongoing review including conducting audits and inspections.

  • Work with site supervisor on orders, draft response letter & ensure compliance with ongoing communication from WSBC.

  • Represent VPL on the OHS Committee and ensure follow up on all matters related to the committee.

  • Conduct an annual review of VPL’s Safety Program.

  • Conduct worksite and safety incident inspections as needed and make recommendations to ensure compliance.

  • Update and maintain documentation on training & a training program for Supervisors for the RSI Committee.

  • Manage and document all staff ergonomic issues/assessments, including ensuring ergonomics are addressed when relocating/renovating.

  • Provide training to VPL staff as per OHS requirements and deliver Safety Talks as required.

  • Conduct relevant annual assessments such as First Aid Assessment and Risk Assessment at all worksites.

  • Coordinate response to all OHS matters related to VPL to ensure follow through and completion

  • Work with the Managers of Facilities and Security

  • Clearly documents and describes specific hazards and potential consequences to the hazards present in workspaces.

  • Develop, collect, and report on appropriate metrics.

  • Review, edit or write work procedures related to ergonomic issues/assessments.

  • Communicates and listens to all staff and actively promotes a workplace committed to Health and Safety.

  • Other duties/responsibilities as assigned.



  • Undergraduate degree or diploma in a formal health and safety program

  • Certified or Registered safety designation is preferred (CRSP, CIH, ROH)

  • A minimum of three years of full-time safety management or consultant experience preferred

  • Experience conducting investigations and assessments for an organization or as a safety consultant
  • Considerable experience interpreting and applying the BC Workers Compensation Act and the OH&S Regulation in organizations
  • Experience working in a unionized or public sector organization an asset
  • Valid driver’s license and an acceptable driver’s abstract


Knowledge, Skills & Abilities:

  • Considerable knowledge of BC Workers Compensation Act and the OH&S Regulation.

  • Knowledge of municipal hazards and risks and applicable Regulations

  • Ability to provide work direction and work as a team member

  • Ability to work collaboratively and interact respectfully and persuasively with a variety of managers, employees and union leaders

  • Ability to provide timely and effective service and meet deadlines

  • Ability to prepare and deliver safety information to adult learners

  • Ability to develop and write procedures

  • Ability to work with a variety of computer programs including word-processing, spreadsheets and databases



Affiliation: Exempt
Employment Type: Regular Full Time
Salary: $77,367 to $96,699 per year

Work Schedule: Monday - Friday: 8:30am - 5:00pm
