Senior PMO Manager, Technology Services

Main Purpose and Function

Reporting to the Director, Data, Analytics and Strategic Programs, the Senior PMO Manager is a strategic position that plays a key role in managing the Technology Services’ Program Management Office (PMO) in support of the City’s Annual Technology Services plan (ATP). The Senior PMO Manager is responsible for directly supporting the Technology Leadership Team (TLT) in ensuring a common, repeatable, efficient and cost-effective approach is used to execute and deliver the ATP initiatives.  Where required, the Senior Program Manager assists the CTO in designing and managing new operational models to support our growing digital organization.

 

Key Contacts and Reporting Relationships

  • Works alongside and supports the Technology Leadership Team (TLT) to manage and improve core PMO best practices that align with our strategic digital evolution, both within Technology Services and the City as a whole.
  • Oversees, guides and mentors program and project managers engaged in IT programs and projects under the PMO.
  • Consults with Senior Managers and Business Unit Managers from other City Departments in regards to program and /or project scope and objectives.
  • Consults and works with key business stakeholders and user representatives to ensure that their requirements are well understood and addressed.
  • Works with partners, service vendors, contractors and consultants, as well as the public on an as-needed basis.

 

Specific Duties/Responsibilities

  • Responsible for all aspects of complex, cross-department programs & projects relating to the ATP.
  • Works with Product Management and Development teams to identify areas of opportunity for iterative and rapid solution deployments.
  • Works closely with Product Management and Development / Delivery teams to identify cost-effective and efficient planning and communication tools to improve the collection, analysis and response of information that may impact program / project deliverables.
  • Manages a Technology Services PMO that is capable of supporting different planning and delivery frameworks in a consistent and transparent manner:
    • Program and related projects are within scope, budget, and meet or exceed stakeholder expectations.
    • Oversee and manage program and project budgets and ensure a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals
    • Ensure programs (including specific projects where applicable) develop and maintain a Total Cost of Ownership (TCO) and support business case development
    • Support on-boarding of internal and external project team members from various disciplines
    • Develop program (and where needed, project) schedules and ensure delivery and expectations according to established timelines
    • Establish standards and mechanisms for the development of program and project charters as well as statements of work for both internal and external parties (vendors / service providers)
    • Develop and oversee communication strategies and approaches for items related to Technology Services programs and projects
    • Maintain visibility of progress of work, proactive issue and risk management and ensuring that standards for quality and scope of work are met
    • Document and maintain project artifacts, encouraging the development and use of a knowledge library
    • Ensure that industry best practices and solutions are implemented  
    • Provide program and project level reporting and analysis to multiple stakeholders at senior management levels including the CTO and TLT
      •  Works with Enterprise Analytics to identify opportunities for improved program and project analytics
    • Ensure efficient and comprehensive change management, quality assurance and deployment processes are applied by by Program, Project, Product, Development managers and team leads or SPoCs (Single Points of Contact).Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects.
  • Uses knowledge of technology trends to provide input to architecting city wide digitally centric programs & projects.
  • Participates in confidential planning that may have City-wide operational and financial implications.
  • Coordinates and facilitates various ATP working group sessions.

 

Minimum Position Requirements

Education and Experience:

  • 10-15+ years’ experience managing large scale, cross-functional, and/or multi-disciplinary programs and projects
  • Degree/diploma in Computer Science, Business Admin, Management Information Systems; an MBA would be seen an asset.
  • Formal training in Project and Product Management methodologies or equivalent experience
  • Experience working on IT capital program/project investments
  • Experience working on smart cities technologies is an asset.
  • Knowledge of municipal technology products & infrastructure is an asset.

 

Knowledge, Skills and Abilities:

  • Analytical with ability to understand and assess the potential impact of product features and  / or technology architecture decisions on programs and project
  • Ability to develop complex multi-year business cases
  • Ability to work with different data sources to create models and insights that can be used for long term technology planning and design purposes
  • Significant senior experience in the management of complex, high profile, multi-stakeholder projects which require delivery under demanding timeframes and conditions
  • Experienced Program Manager who can think strategically but roll up your sleeves to make things happen as needed
  • Pragmatic and understand the needs of the program or project as it relates to supporting the business. Able to apply more traditional PMBOK best practices or Agile methodologies that delivery the best balance of cost, scope and time
  • Experienced in overseeing contractors and their deliverables on time and materials engagements
  • Experience managing IT architecture, software development, integration and operations programs and projects
  • Demonstrated ability to function in a fast-paced, multi-project environment with changing priorities 
  • Influence and gain consensus in the absence of direct authority
  • You anticipate potential problems and proactively troubleshoot to resolve issues
  • Strong ability to define technical problems, collect data, establish facts, and draw valid conclusions
  • Passionate for program and project management discipline with ability to balance governance against execution agility
  • Ability to effectively communicate, present information, and respond to executives, managers, employees, customers, and vendors in an intelligent, clear, concise, professional and diplomatic manner
