Senior Project Manager - Boating and Blueways (Transportation Design)

Main Purpose and Function

The Senior Project Manager of the Boating and Blueways program will be responsible for developing policy for water-based travel in the waters around Vancouver, as well as leading water transportation infrastructure improvements in the city, including managing dock infrastructure and leases and overseeing operations.


The Senior Project Manager reports directly to the Manager of Transportation Design. This individual will work closely with multidisciplinary team of planners, engineers and various internal stakeholders (Structures, Street Operations, Parks and Recreation, etc) as well as external stakeholders including the Vancouver Fraser Port Authority, Federal Government, and boating organizations and operators.


Specific Duties and Responsibilities

  • Oversees the Boating and Blueways program
  • Exercises leadership abilities and effective communication skills to bring together a variety of internal and external stakeholders to develop policies and strategies to promote and manage boating around Vancouver
  • Manages dock policy, infrastructure , and operations
  • Proactively works with others to negotiate leases and operation agreements with water transportation operators, private landowners, and the Government branches
  • Works with pleasure craft, commercial operators and public in the safe and effective operations of public dock infrastructure and waterways
  • Manages contracts to build and repair City infrastructure including docks, anchoring, signage, wayfinding, and other infrastructure
  • Review development proposals and provide recommendations for boating-related infrastructure
  • Prepare recommendations and information and presents the Boating and Blueways Programs to colleagues, senior management and committees
  • Ensures the Boating and Blueways Program is coordinated with overall design schedule and budgets
  • Participates in Branch strategic planning and decision making
  • Responds to requests and inquires for new boating services




Education and Experience:

  • University degree in Civil Engineering or Transportation Engineering or a related field;
  • A minimum of 8 years’ experience in policy development, project management ; or an equivalent combination of training and experience
  • Knowledge and experience in boating-related matters and dock infrastructure is preferred
  • Project Management experience preferably consistent with the Project  Management Institute (PMI) or Project Management Professional (PMP) certification, or an equivalent combination of education, training and experience


Knowledge, Skills and Abilities:

  • Demonstrated working knowledge of emerging trends and best practices in the planning and design of boating infrastructure
  • Proven experience managing complex projects or programs
  • Demonstrated ability to hire, lead and manage performance of staff
  • Ability to prepare technical presentations and reports on complex design issues and deliver presentations to all levels colleagues, senior management and committees 
  • Ability to read and interpret complex engineering plans and specifications and perform complex design drafting
  • Strong working knowledge of AutoCAD, Word, Excel, and PowerPoint
  • Proven ability to work independently to produce quality materials and recommendations within tight timeframes
  • Proven ability to exercise sound judgment, decision making and discretion
  • Demonstrated ability to work well in a team environment or independently
  • Exceptional interpersonal and communication skills and ability to deal tactfully with staff, agencies and the public
  • Experience working with junior engineering assistants and other technical staff
