Main Purpose and Function

This is a senior operational management position responsible for the efficient and effective day-to-day operation of the Equipment Services Branch. The Superintendent III will work with his/her counterparts in the department to provide guidance to a team of Superintendent I’s in supervising the workforce. The position will provide senior labour, business and change management expertise and oversee operational improvements through stakeholder engagement, continuous improvement, benchmarking and centralized training for all of Equipment Services.

 

Key Contacts and Reporting Relationships

Reporting to the Branch Manager, this position will manage approximately 15 staff full time as well as staff in work areas being reviewed; on average 30-40 staff total; resolves issues with fleet users across City (up to GM level), external vendors, and internal service providers such as Human Resources and Business Planning

 

Specific Duties/Responsibilities

  • Oversees the activities of assigned unionized and exempt staff, assigning and re-distributing duties as required to ensure efficiency of the operation.
  • Identifies and assesses departmental operational needs, including equipment, tools, staffing requirements, work flow and budgeting, resulting from the implementation of new and improved work practices.
  • This position benchmarks new and innovative ideas and acts as a liaison between the operations and design groups. The Superintendent III assists with the development of the branch work plan and attends managers’ meetings in place of the Branch manager.
  • Creates and manages operating budgets and cost controls, as well as scheduling and work planning, leading, initiating, managing and implementing creative and innovative technical or process changes while ensuring buy-in from staff and other stakeholders as required. This position identifies and documents key performance indicators to allow for continuous improvements.
  • Develops, implements, and monitors quality control procedures and processes for all work areas within Equipment Operations.
  • Ensures consistent operation and management of systems and processes.
  • Monitors equipment performance and costs and ensures proper management and scheduling of equipment maintenance and equipment availability.
  • Ensures application and adherence of the Branch policies and programs: Performance Management Program; Attendance Management Program and Occupational Health and Safety Program.
  • Works with the Case Managers to facilitate the return to work of employees who have been injured.
  • Coordinates the development, review and implementation of safe work procedures and crew talks.
  • Manages emergency response and assists with accident investigations.
  • Provides management representation at Branch Occupational Health and Safety meetings, as well as supporting the Branch manager in implementing OH&S procedures including management of documentation.
  • Represents Branch in labour relations matters with CUPE locals 1004 and 15.  Responsibilities include investigations, presentation of information at grievance meetings, making recommendations for Step 1 decisions and assisting with preparation for Step 2 and 3 grievances and arbitrations.
  • Responsible for all recruitment, training, mentoring and career planning for operational staff, including identifying, outlining and implementing an ongoing development program opportunities for the purposes of succession planning and employee attraction and retention.
  • Resolves more challenging matters with the public and responds to various public relations issues as needed.

Qualifications

  • A bachelor’s degree in a related field such as Business or Operations Management as well as a minimum of 10 years related experience with at least 2 years’ experience in a Management role or an equivalent combination of education, experience and/or training.
  • Technical proficiency in fleet maintenance and/or manufacturing is preferred.
  • Candidates will have a demonstrated ability to create and manage operating budgets and cost controls, as well as scheduling and work planning, leading, initiating, managing and implementing creative and innovative technical or process changes while ensuring buy-in from staff and other stakeholders as required.
  • Demonstrated ability to work effectively within a team and to promote productive and coordinated teams.
  • The ability to set clear expectations for staff and to provide the vision and leadership necessary to provide cost-efficient and effective services; set and meet performance goals and motivate and train employees to achieve desired results is necessary.
  • Demonstrated ability in contemporary supervisory techniques, including coaching, mentoring, facilitation, dispute resolution, team development and effective employee relations is required.
  • Knowledge of applicable collective agreements is preferred.
  • Knowledge of WSBC regulations and the City's Occupational Health &Safety program is required.
  • Knowledge of SAP is an asset.
  • Excellent verbal and written communication skills are required, including the ability to write and present technical reports and letters and liaise with the public.
  • A valid BC driver's license is required.
