Main Purpose and Function

The Transit Planning Engineer in the Transportation Planning Branch within Engineering Services supports the planning of local and regional transit within the City of Vancouver including corridor studies and station area planning.  This position will also support the analysis and review of regional transportation policy and program initiatives related to the TransLink 10-year investment plan including the implementation of new rapid bus transit lines.

 

Specific Duties and Responsibilities

  • Supports the transit planning for the City of Vancouver to meet the needs of residents and businesses over a 30 year horizon at a citywide, community and corridor level
  • Reviews, conducts and delivers transit/transportation studies and reports
  • Data analysis and associated reporting of the transit network and rapid transit stations
  • Prepares conceptual designs and related cost estimates
  • Participates in public engagement events related to transit or complete street corridors including engaging residents about the benefits of transit-related improvements
  • Acts as a liaison with other departments and outside agencies, including TransLink
  • Reviews and provides comments on major development projects within Vancouver
  • Technical liaison on transit for updates to policies and programs including special events
  • Keeps current on emerging transit/transportation planning trends and guidelines
  • Prepares and delivers technical presentations to the public and external agencies
  • Manages consultant contracts and supervises junior branch staff including work plans

 

Qualifications

Education and Experience:

  • Completion of a Post-secondary degree in Civil Engineering
  • Three (3) years of experience in an environment related to transportation or equivalent experience
  • Registration or eligibility to register as a Professional Engineer (or EIT) in the Province of BC is required
  • Training and / or experience in transportation planning, modelling and network analysis
  • Preference will be given to candidates with an interest and training in Urban Planning/Engineering (ie. Master’s degree, certification or course work)
  • Planning and design of local to regional transit services
  • Transit priority measures and transit station design interfacing with the public realm
  • Conceptual planning and roadway geometric design including complete streets
  • Conducting transit/transportation studies or corridor reviews

 

Knowledge, Skills and Abilities:

  • Ability to work well in a dynamic team environment, with little or no supervision
  • Build and maintain effective relationships with stakeholders, external transportation partners and co-workers
  • Excellent report and letter writing skills including preparing technical documents
  • Exceptional interpersonal and communication skills including presenting on complex transit planning issues
  • Strong analytical skills and working knowledge of AutoCAD, Word, Excel and PowerPoint
  • Ability to understand conflicts and weigh trade-offs, and arrive at a defendable recommendation while exercising sound judgment and discretion
  • Strong organizational and time management skills
  • Demonstrated ability to deal effectively with multiple tasks of moderate to high complexity and setting/meeting competing deadlines
  • Knowledge of the City & Regional transportation and transit systems
