Main Purpose and Function

Assist the City Surveyor with day to day management of the branch and provides professional survey and consulting services to internal departments and external applicants regarding the cadastre, land surveys, land titles, street tenture, disposition and acquisition of streets and registered interests in land. Represents the Land Survey Branch in rezoning and development application review. Manages staff assignments, budgets and scheduling, prepares Administrative Reports to council and Council Resolutions. 

 

Key Contacts and Reporting Relationships

Reports to the City Surveyor.  Provides professional advice to Legal Services, Real Estate & Facilities Management, Engineering Services, Park Board, Risk Management, the Approving Officer, and planning and development staff.  Assists the City Surveyor with quality assurance, supervision, and work assignments for 3 exempt staff British Columbia Land Surveyors (Surveyor I’s), 2 Land Survey Technicians, 4 Survey Assistants, and 4 Engineering Assistants.

 

Specific Duties/Responsibilities

  • Supervises work of Engineering Assistants in development application review, GIS data entry, encroachment applications, subdivision applications, and management of cadastral records.
  • Manages staff assignments and quality assurance for Surveyor I’s.
  • Facilitates applications and stakeholder reviews for road closures, street leases and encroachments.  Prepares and reviews Administrative Reports to Council for same.
  • Provides instruction to Legal Services for legal agreements related to development, land dispositions and acquisitions; conducts complex historical title research; manages routine HR and budget tasks.
  • Performs airspace subdivision reviews.
  • Provides mentorship to staff including Land Surveyors in Training (LST), keeps abreast of emerging technology applications and practices, meets mandatory ABCLS CPD requirements and fosters team development and performance review.
  • Negotiates fees for service and maintains records of costs and fees collected for land survey services provided to internal clients.
  • Responsible for the maintenance of the Integrated Survey Area and the Metro Vancouver Active Control System.
  • Manages applications from government agencies for SRW’s over City land i.e. BC Hydro, Metro Vancouver, Translink.
  • Advises Real Estate Services staff with Crown Lands applications.
  • Manages procurement of branch equipment.
  • Other duties/responsibilities as assigned

 

Minimum Qualification Requirements

Education and Experience:

  • A practicing member of the Association of British Columbia Land Surveyors (ABCLS) and a minimum of 8 years experience as a commissioned BC Land Surveyor (BCLS).
  • Experience working within a local government organization is an asset.
  • A post-secondary degree in Geomatics is an asset.

 

Knowledge, Skills and Abilities:

  • Considerable knowledge of the Land Title Act, Vancouver Charter, Strata Property Act, Land Act, Expropriation Act and other statutes and regulations governing the surveying of land in BC as well as knowledge of the principles and procedures in dealing with land and streets in the City of Vancouver.

  • Ability to communicate effectively orally and in writing.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

 

The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
