Main Purpose & Function
The Associate Director FP&A - Parks & Recreation reports to the City of Vancouver’s Director of Financial Planning and Analysis and provides strategic financial support to General Manager of the Vancouver Board of Parks & Recreation. This role is the finance lead supporting the Board of Parks & Recreation and a critical leadership member of the City’s Financial Planning & Analysis team. 

Specific Duties & Responsibilites

  • Delivers a high level of service to the General Manager of Parks & Recreation by providing sound financial advice and strategic financial analysis to enable informed decision making. 

  • Plays a critical role in driving transformation by providing accurate financial analysis needed to make decisions. 

  • Develops the long term and annual capital and operating budgets in consultation with the executive team and supporting Parks & Recreation and City strategic plans, business plans, operational goals and targets. 

  • Advocates for Parks & Recreation on financial matters within the City of Vancouver finance team and helps drive financial decisions on behalf of Parks & Recreation. 

  • Overall responsibility for financial controls for Parks & Recreation reflecting strong and for alignment with citywide financial controls. 

  • Contributes to the development of the Parks & Recreation long-term strategy and service plans. 

  • Provides data analysis and actionable insights to the Parks & Recreation executive management team. 

  • Oversees the development of driver and outcome based financial models. 

  • Develops “what if” scenarios to inform decision making. 

  • Represents Parks & Recreation in the development of the City’s corporate long-term financial plan and ensures linkages to Park Board’s strategic plan.   

  • Manages an operating budget in excess of $192 million and implements appropriate controls and measures to ensure budgets and targets are met. 

  • Manages a revenue budget in excess of $96 million and ensures appropriate financial controls and measures are in place to safeguard funds and ensure budgets and targets are met (including maintaining a Park Board Fees and Charges schedule). 

  • Accurately forecasts financial results on a quarterly basis, including market driven revenue and related  expenses to enable Park Board management to effectively manage its operating and capital budgets.   

  • Responsible for monthly financial reporting leveraging City shared financial services. 

  • Explains drivers of financial performance. 

  • Responsible for implementing a performance measurement framework within Parks & Recreation aligned to the City’s performance measurement framework. 

  • Links financial measures to operational results and drives programs to increase value for money. 

  • Develops and maintains an executive dashboard linking key financial and non-financial performance indicators.   

  • Summarizes or reviews the financial implications of all major decisions, including business cases, Council reports, contracts, etc.   

  • Works closely with Shared services Supply Chain to ensure an accurate annual baseline budget and achievement of savings and attends weekly City of Vancouver bid committee as required for City of Vancouver approval of supply chain commitments. 

  • Implements City-wide finance standards and policies within the Business Unit and develops Business-Unit-specific standards and policies and monitors compliance of both. 

  • Manages the Parks & Recreation finance team including all HR matters. 

  • Attends City of Vancouver FP&A leadership team meetings, Parks and Recreation Senior Management Team meetings, and Park Board public meetings. 

Minimum Qualifications & Requirements

Education and Experience:  

  • Bachelor’s degree in Commerce or a related discipline and an professional accounting designation (CA or equivalent) or MBA. Consideration of equivalent education/experience. 

  • Minimum of 15 years of experience in a financial role, including experience leading a team of analysts and supporting business management at a strategic financial level. 

  • Experience as a trusted advisor to a senior executive 

  • Excellent communication skills with the ability to explain complex situations in simple, concise terms 

  • Experience in developing pro formas and using them to support key operational or investment decisions.   

  • Experience developing and using financial and operational key performance indicators to drive financial accountability and increase value for money 

  • Experience with revenue generating business units and their associated reporting requirements, policies and procedures   

  • Experience with business intelligence and reporting software tools 

  • Experience leading operational transformations  

Knowledge, Skills and Abilities:  

  • Quick learner with an ability to gain in depth understanding of Parks & Recreation operations and finances. 

  • Demonstrated ability to operate effectively in a matrix environment. 

  • Strategic thinker with the analytical ability to turn data into actionable insights. 

  • Ability to analyze complex situations and determine appropriate courses of action where there is little or no precedent.

Salary Information: Pay Grade 121: $144,833 to $190,580 per hour
