Main Purpose and Function
To manage the effective implementation of the City and Park Boards Attendance Management Program (AMP). The incumbent is expected to lead the analysis of data, develop, and deliver metrics, reports and presentations along with recommendations to support managers and supervisors in addressing all possible actions to minimize attendance management issues. To provide training and support to managers/supervisors to ensure they understand their responsibility for the implementation and management of the AMP. To support managers/supervisors in the development and tracking of attendance management objectives in staff annual performance plans. To assist in the development and delivery of presentations regarding the AMP to new employees, managers/supervisors and other internal staff. To establish close links and good working relationships with managers/supervisors, unions and other appropriate officers throughout the City and the Park Board. As well, this position is responsible to integrate the AMP with other key attendance initiatives such as Disability Management, Stay at Work / Early Return to Work, and WorkSafeBC.
Specific Duties and Responsibilities
- Provides advice and guidance to managers/supervisors in the interpretation and application of the City’s Attendance Management Program (AMP).
- Works with managers on particular sensitive/confidential attendance problems/short term sick absences, ensuring that all departments are consistent in complying with legislative requirements, collective agreements, and policies/procedures.
- Profiles and tracks individual employees who exhibit attendance concerns and advises managers/supervisors regarding timely and appropriate interventions. Makes recommendations for advancement in the program or continued monitoring of cases.
- Establishes and promotes attendance management procedures and participates in program and policy design. Provides interpretations and makes recommendations for changes to policy, processes, and procedures.
- Coordinates the program’s administration including updating program elements, advising managers of employee attendance interview guidelines and drafting/editing follow-up program letters.
- Oversees the preparation and maintenance of attendance statistics.
- Analyses trends, issues and problem areas and provides recommendations and advice to management on solutions, appropriate interventions, and best practices.
- Prepares and delivers presentations and training regarding the AMP to new employees, managers/supervisors, and other internal staff.
- Works with applicable Human Resource staff to educate managers/supervisors, employees and unions on attendance management.
- Works with the HRC’s and business unit managers/supervisors to address culpable and non-culpable attendance management issues.
- Liaises with the Human Resources Services group regarding attendance related grievances and arbitrations.
- Leads and/or participates in various committees.
- Other duties/responsibilities as assigned.
Qualifications
Education and Experience:
- Diploma or Bachelor's degree specializing in Human Resource/Industrial Relations or related field.
- Three to five years’ experience in attendance management or labour relations, involving the administration of attendance management programs and providing recommendations regarding employee absenteeism issues.
- Or an equivalent combination of education and experience.
Knowledge, Skills and Abilities:
- Extensive knowledge of and ability to apply Attendance Management Programs.
- Extensive understanding of and ability to interpret applicable collective agreements and/or various rights related legislation.
- Ability to build and maintain effective working relationships at all levels of the organization.
- Ability to communicate clearly and concisely orally and in writing, including the ability to question and validate the needs and expectations of others, resolve conflict, and coach managers/supervisors on attendance management practices.
- Ability to analyze, plan, organize and proactively solve problems.
- Ability to work collaboratively as a team member and to provide effective leadership advice/guidance.
- Ability to deal tactfully and decisively with sensitive and confidential issues.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
