Main Purpose and Function
The Business Analyst – Park Operations Information and Data Management is responsible for leading and/or supporting a wide range of projects that provide business analysis and data support to inform strategic, operational and financial decision-making to improve performance and deliver value to the City. Park Operations supports a wide range of service areas including destination and neighbourhood parks, urban forestry, horticulture, park ranger services, mobile janitorial operations, and trade-based maintenance functions.
This role supports the development of business-focused reporting, dashboards, and workflow solutions using Microsoft 365 tools to enhance operational efficiency, data accessibility, and decision-making This position supports the ongoing management and development of operational information and management systems and processes, which includes SAP, Hansen, VanTree, GIS, Microsoft 365 applications, records-management systems and other building-information tools and resources.
The Business Analyst works with a variety of people to understand business needs and has the interested and expertise in data and analytics to translate those needs into clear business and date requirements. The role understands and evaluates how operational work is planned and delivered in the field, working closely with frontline management and groups across the organization. The analyst synthesizes and identifies relationships and correlations across datasets and has experience processing large volumes of data; analyzing and visualizing the data using business-intelligence tools. The position identifies and interprets data trends and issues, makes recommendations to improve business, operational and system processes, and transforms information into insights that support better business processes, service delivery and informed decision-making.
Work includes leading and/or supporting a range of projects involving objective and comprehensive business analytics, data analysis, system-design research, business-process reviews/re-engineering and management reporting, and providing recommendations based on this work. The role facilitates decision-making and presents recommendations to the Park Operations Director, division and branch heads, senior management and business-unit managers.
Specific Duties and Responsibilities
- Leads or supports the full lifecycle of business-process reviews, from current-state to future-state process mapping and implementation, using a variety of tools such as workflow and data/metrics analysis, fit/gap analysis to develop recommendations for improvement and identify associated implications.
- Leverages asset and operational management principles to inform specific projects, system improvements and service-delivery enhancements.
- Analyzes complex operational issues and develops practical recommendations supported by evidence and sound professional judgement.
- Support the Park Operations Director and work-group team on several projects concurrently, with a wide range of contributions. Produces reasoned and systematic analysis to provide input for key decisions concerning the needs and priorities for operations management.
- Support staff and management in Park Operations and other areas of Parks to structure, develop, understand and utilize asset and operational data to provide metrics and financial, lifecycle, and operational performance data, with quantitative and/or qualitative information, to understand issues and opportunities and to support informed tactical and strategic decision-making.
- Undertake various tasks supporting project components such as stakeholder consultation, developing reports or presentations to the Park Board, and/or managing external consultants.
- Synthesizes and consolidates complex information into succinct and meaningful written and verbal management reporting, leveraging productivity tools such as Word, Excel, PowerPoint and SharePoint, Power BI and Power Automate.
- Translates complex data into clear, actionable reports, presentations and recommendations for management to track the progress of business-process changes against stated objectives over time.
- Uses metrics, financial information and quantitative and qualitative data to identify issues and opportunities.
- Supports the development and improvement of departmental park hard and soft asset-data systems, work management processes and data-integration strategies, including related business processes.
- Uses enterprise data systems, databases, SQL, Power BI, Power Query, Excel and other appropriate tools to extract, transform, analyze and visualize data.
- Develops test plans, test cases and acceptance criteria; coordinates user acceptance testing and confirms that solutions meet business requirements.
- Supports implementation planning, data migration, documentation, training, user readiness, adoption and post-implementation evaluation.
- Listens and communicates effectively with managers, staff and stakeholders within the team and across the wider organization to understand issues, needs, concerns, ideas, challenges, limitations, constraints, impacts and opportunities for a program, project or process being undertaken.
- Conducts research related to operational service delivery, benchmarking, peer surveys, best practices, recommended standards and key performance indicators relevant to municipal park and field-based operations.
- Coordinates project activities with internal teams, external vendors, consultants and service providers
- Performs other duties and responsibilities as assigned.
Qualifications
Education and Experience:
- Completion of a university bachelor’s degree in Business Management, Commerce, Public Policy, Economics or a related technical area such as Finance, Computer Science or Engineering, with demonstrated business-analyst-related experience and a minimum of five years’ experience in a position with primary responsibility for undertaking business analytics, data analysis, research, business-process reviews/re-engineering and management reporting to support complex and multi-faceted business, operational and/or service-delivery projects, including experience working directly with and/or reporting to senior management in a large organization. or an equivalent combination of education and experience.
- Experience working in a management-consulting, business-advisory firm, or service-delivery environment, and/or a large, complex, multi-stakeholder organization is considered an asset.
- Experience working in municipal government, a provincial or federal government organization or a public utility is considered an asset.
Knowledge, Skills and Abilities:
- Thorough knowledge of business and business-systems planning principles, methods and standards.
- Thorough knowledge of problem definition and analysis related to business processes and systems
- Ability to analyze complex datasets and developing dashboards, reports or business intelligence solutions.
- Ability to elicit and document business, functional, data and reporting requirements and supporting the assessment, design, testing, implementation and adoption of business or technology solutions.
- Ability to think analytically, systematically frame and analyze an issue, opportunity or policy problem, and think innovatively to arrive at a solution supported by a balance of facts and good judgment.
- Excellent organizational skills and the ability to concurrently manage multiple tasks and competing priorities in a fast-paced, dynamic environment.

- Experience in process improvement, project management, risk management, performance measurement, financial analysis and/or data management is considered an asset.
- Experience with scripting or programming languages used for analysis and automation, such as Python, R, JavaScript or equivalent, is considered an asset.
- Experience in data management, business intelligence and data mining, report and dashboard design, business-process review, and supporting change initiatives and strategic decisions for a large organization is considered an asset.
- Experience designing and implementing workflow and low-code solutions using Power Automate, Power Apps and SharePoint are considered an asset.
- Working knowledge of computerized maintenance and work management systems, database systems, content-management systems such as SharePoint, data-integration tools such as Microsoft Power BI and Power Query, SAP, BIM, GIS, SQL and other operational data systems or tools is considered an asset.
- Knowledge of analytics, quality-improvement tools, techniques and methodologies, with certifications such as International Institute of Business Analysis or Lean Six Sigma, is considered an asset.
