Main Purpose and Function

The Business Analyst - Metrics & Analytics leverages their expertise in digital analysis, business intelligence, and data analytics to support Development, Buildings, and Licensing (DBL) with analytics and insights to monitor and improve service delivery performance and enhance customer experience. Working in a confidential environment, the position utilizes their creative and analytical skills to identify strategic uses of existing data as well as opportunities to capture and /or create data that enhances the ability to develop analyses and provide insights from end-to-end services through to granular interactions.

 

The position is responsible for delivering insights and analysis that support strategic, operational, and financial decision-making, while enhancing transparency for both staff and customers through the delivery of accessible, relevant, and actionable data products. They engage directly with business users and stakeholders to understand analytical needs, co-develop metrics, and ensure alignment between business goals and the data solutions provided. The position oversees the design and delivery of key performance metrics across the full lifecycle of the City of Vancouver’s permitting and licensing services, as well as their more granular components, ensuring insights are embedded into decision-making processes. They also are responsible for the design and, to the extent required, implementation of various data and analytical pipelines that promote speed, efficiency, accuracy, and self-serve analytics and insights to applicable internal and external stakeholders. This includes the development of reusable data models, curated datasets, and interactive dashboards and reports, as well as the continuous optimization of business intelligence practices to enable scalable, high-quality analytics and improve performance monitoring across all key dimensions—including financial outcomes, service levels, customer experience, operational efficiency, and change management.

 

Specific Duties and Responsibilities

  • Designs and delivers a suite of analyses and insights that help DBL and as needed, City leadership, continually improve DBL’s core permitting and licensing services across several dimensions including financial, change impact, SLA performance (Service Level Agreements) and customer impact / experience at service, department, team and process levels.
  • Supports the larger DBL Transformation program through identifying, developing and implementing new change-oriented measurements that will help DBL easily, consistently and transparently communicate the internal and external impact(s) of the changes we implement as we continue to modernize DBL’s permitting and licensing services.
  • Undertakes proactive analysis of business performance to provide advice and guidance to managers on areas for performance improvement.
  • Provides leadership around data and analytical patterns required to ensure increasingly accurate measurement of DBL services’ performance through a financial lens
  • Implements advanced statistical techniques to inform recommendations to management on required business performance interventions and continuous improvement initiatives.
  • Works with Technology Services and applicable vendors to ensure that the data points necessary to produce key analyses and insights of DBL services are captured in the relevant applications; that data captured is readily accessible by those who need it to manage day-to-day operations, and that analyses and insights are aligned with operational workflows, Service Level standards, and are easily accessible so that they may be referenced in Business Process documentation.
  • Designs and oversees a data quality work stream where quality is baselined, maintained and ultimately improved as a result of various change related activities (including technology, people and process and service design)
  • Supports the development of business cases for organizational, process, or systems changes on an as-needed basis.
  • Inputs into end user training for analysis and insights related processes or tools.
  • Other duties and responsibilities as assigned.

 

Qualifications

Education and Experience:

  • Bachelor’s degree in Economics, Statistics, Business, Commerce, Business Analytics or a related discipline and a minimum 4-5 years of post-designation experience in performance measurement, data analytics, customer insights, analytic pipelines, data governance, budgeting and financial analysis
  • Business insights (analytics, performance, metrics, etc.) experience, including preparation for and communication to a variety of stakeholders (internal and external to the organization)
  • Experience designing and developing analyses, reports and dashboards to enable and support evidence based effective decision-making across different levels of the organization

 

Experience applying one or more:

  • Advanced statistical techniques, machine learning, Artificial Intelligence and / or predictive analyses.
  • Experience facilitating and / or supporting multi-stakeholder, collaborative engagements and sessions with the desired outcome being an improvement in the appreciation for and use of data, analysis and insights to inform Business decisions
  • Experience with the creation and presentation of public information (formal/informal reports, other publications) as well as engagement involving a diverse range of stakeholders

 

Knowledge, Skills and Abilities:

  • Considerable knowledge of and experience with data management tools and processes, data and analytic pipelines, data governance, data mining, data and analytic cloud technologies and associated process and data integrations
  • Advanced knowledge of performance metrics, financial measurement / assessment, digital services and business service design and management concepts.
  • Strong business acumen and the ability to link financial and operational data points across one or more Business services to deepen the insights regarding their performance.
  • Ability to create data models, measurements, dashboards and ad hoc analysis using coding languages such as SQL, python or comparable; and business Intelligence tools such as Excel, PowerPivot, PowerQuery, Qlik Sense & Power BI suite.
  • Exceptional analytical skills and attention to detail, as well as strong interpersonal and oral/written communications skills.
  • Analytical problem solving to develop progressive, creative and innovative solutions.
  • Ability to build new processes, workflows, policies and functions as well as to collaborate with a range of stakeholders.
  • Ability to engage and influence at senior levels to support the successful design, implementation, and continuous improvement.
  • Superior oral and written communication skills with the ability to deliver complex concepts to both technical and non- technical audiences
  • Ability to prioritize and manage competing demands, delays or unexpected events.
  • Results-oriented self-starter able to work independently, but also a strong team player; dependable and organized.
  • Ability to collaborate and work effectively across internal (inter-departmental) functional areas, as well as with external parties; including the ability to manage competing interests and communicate successfully in both direct and indirect reporting relationships
  • Ability to manage multiple activities simultaneously; complete on schedule and within budget.
