Civil Engineer I (Green Building Engineer)

Main Purpose & Function

The Green Building Engineer leads the development and implementation of new policies, demonstration projects, pilot programs, and regulatory requirements to significantly reduce energy use and greenhouse gas emissions associated with existing detached and commercial/multifamily buildings in Vancouver.


Reporting to the Senior Green Building Planner, the Green Building Engineer develops pilot programs, policies and demonstration building projects in close collaboration with senior staff in multiple City departments, housing and development associations, the Provincial government, energy utilities, and other local governments.


Specific Duties & Responsibilities

Research and Demonstration Projects

  • Commission and review research into highly efficient buildings including: mechanical systems and building envelope design and retrofit approaches, proven and emerging technologies; policy best practices; business case viability; and occupant/operator impacts on performance
  • Develop systems to gather local design/performance data and insight into successful and unsuccessful approaches; identify trends to inform changes
  • Commission energy audits and manage renovation projects/contracts to reduce energy use of existing buildings and measure the effectiveness of these changes
  • Other duties/responsibilities as assigned.


Policy Development and Implementation

  • Synthesize research and local industry experience to inform development of policies, retrofit pilot projects and regulations impacting building energy and resource use
  • Engage other experts and key stakeholders to foster support for recommended changes and to inform the development of implementation/compliance approaches
  • Recommend new approaches and changes to senior management, key stakeholders, and Council
  • Lead internal and external multi-disciplinary research and program implementation teams that may include technical, legal, financial, planning, project management, and/or communications experts


Capacity Building

  • Establish and foster partnerships to implement policy changes and program.
  • Develop multi-party administrative structures and systems to ensure the effective dissemination of knowledge on most effective approaches to for near zero emission building retrofits (supply chain, design, development, construction, and operations)



Education and Experience:

  • Bachelor’s Degree in Engineering, preferably with a major in Building Science or Sustainable Energy, with a Professional Engineer designation and a minimum of five years of related experience in the design and development or renovation of highly energy efficient buildings, or an equivalent combination of education, training and experience.
  • Registration or eligibility for registration as a Professional Engineer in British Columbia.
  • Strong background in building HVAC system design is required - in particular heat pump and ventilation systems, energy system commissioning and/or optimization, complemented by familiarity with efficient building envelopes
  • Demonstrated professional experience planning and managing energy audits and renovation projects for existing buildings, preferably with a background in the deployment of heat pump technologies for heating and domestic hot water applications
  • Experience procuring and managing professional services would be an asset
  • Experience with building energy benchmarking, efficiency audits and capital planning


Knowledge, Skills and Abilities:

  • Local design and development of energy efficient buildings, preferably Part 3 buildings
  • Familiarity with ASHRAE 90.1, ASHRAE 100, and heat pump performance is required; knowledge of EnerPHit would be an asset
  • Exceptional interpersonal and communications skills are essential
  • Understanding of economic and business case development/analysis
  • Ideal candidate will have an understanding of market transformation and change management theory and/or practice
  • Ability to work collaboratively and with little supervision
