Main Purpose and Function

The Pump Station Engineer in the Sewers and Drainage Design Branch plays a key role in the planning, design, and construction of pump stations and sewer forcemains projects. Collaborating with senior engineers, operations staff, consultants, and contractors, the Pump Station Engineer contributes to system analysis, policy and guideline development, and asset management initiatives. Responsibilities include technical reviews, field inspections, project coordination, and stakeholder communication.

 

This position reports to the Senior Pump Station Planning Engineer and operates under the guidance of the Pump Station Senior Technical Manager, alongside Civil Engineers and Engineering Assistants.

 

The role involves regular collaboration with Sewer Operations personnel, including Superintendents, the Operations Plant Supervisor, pump mechanics, and electricians. It may also require coordination with other Engineering Services branches, external consultants, contractors, utility providers (e.g., BC Hydro, Fortis, Telus), and Metro Vancouver.

 

Specific Duties and Responsibilities

  • Completes cost effective pump station and sanitary forcemain infrastructure design for construction by City or private crews.
  • Works with a team of project managers, consultants, contractors, design and operations staff, and stakeholders to manage pump station replacement and upgrades projects, and support policy development, planning, and asset management activities.
  • Reviews designs and/or tender documents and performs field reviews on sanitary forcemain and pump station assets installed by City crews or constructed by contractors to ensure compliance with sewer standards and the wastewater pump station guidelines.
  • Develops sanitary forcemain and pump station standards and specifications.
  • Builds policies and strategies for pump station replacements and upgrades that integrate capital renewal, development planning and asset management, to meet regulatory requirements.
  • Develops, supports and performs pump station system analysis, including liaising with operations staff, to resolve system issues or identify opportunities for improvement.
  • Develops and manages projects to develop tools, analysis methods and reports for pump station planning, asset management, and maintenance optimization.
  • Assists in analyzing operational and SCADA data to support pump station and sanitary forcemain system performance assessments and benchmarking against industry standards.
  • Assists in developing guidelines and procedures for pump station and forcemain resiliency assessment and emergency planning.
  • Schedules pump station and sanitary forcemain capital projects in consultation with Sewer Operations staff.
  • Reviews quality control tests and inspection reports for sewer infrastructure construction projects.
  • Prepares letters and media information related to pump station and sanitary forcemain construction works.
  • Completes rezoning and development application reviews for sewer infrastructure requirements.
  • Communicates and liaises with outside agencies, public, internal branches to discuss sewer system operation.
  • Other duties/responsibility as assigned.

 

Qualifications
Education and Experience:

  • Bachelor’s degree in Civil or Mechanical Engineering with a Professional Engineer designation and minimum of four years’ related experience in municipal civil infrastructure design, or an equivalent combination of education, training and experience.
  • Registration or eligibility for registration as a Professional Engineer or Engineer-In-Training in British Columbia is required.

 

Knowledge, Skills and Abilities:

  • Knowledge and application of engineering principles related to hydraulics, hydrology and mechanical systems and SCADA
  • Knowledge of Organizational Quality Management processes and frameworks
  • Strong interpersonal, written communication and organizational skills, including excellent written and verbal communication and report writing
  • Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders
  • Strong conflict resolution, mediation and negotiation skills
  • Demonstrated ability in utility design, construction and project management
  • Ability to exercise diplomacy and tact
  • Proficient in the use of computerized maintenance management systems (CMMS), computer design and modelling software such as ArcGIS and AutoCAD
  • Familiarity with hydraulic modeling software and sewer flow data analysis is an asset

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
