Main Purpose & Function

The Project Engineer assists with the preparation and implementation of asset management plans and initiatives for the potable water system.

 

The position reports to the Civil Engineer II and works closely with other branches within Engineering Services. Key external contacts this position liaises with are government agencies, third party utility companies, Metro Vancouver, residents and businesses.

 

Specific Duties & Responsibilities

Asset Planning and Investigation

  • Assists in the development and implementation of asset management strategies informing capital replacement and maintenance programs and identifies investment priorities
  • Responsible for tracking water system performance and emerging trends, including leveraging asset and maintenance management data with statistical and spatial analysis
  • Coordinates condition assessments of water system assets, including drafting and administering external requests for consultant and contractor support
  • Evaluates resourcing requirements to support asset management, operational, maintenance and asset renewal goals, and supports Operations staff to streamline work processes for both capital and maintenance work
  • Supports continual refinement of data collection and analysis to leverage value from existing water system assets
  • Creates business cases to evaluate investment strategies for Waterworks operations, maintenance and asset renewal programs based on asset management concepts such as Levels of Service, Risk and Criticality, Lifecycle Cost Optimization, etc.
  • Researches, evaluates and recommends implementation of best practices for asset management of drinking water distribution systems
  • Represents the City and liaises with internal branches, outside agencies, Metro Vancouver, and utility companies regarding infrastructure projects
  • Responds to correspondence or inquiries from outside agencies, the public and other branches regarding water system operation

Qualifications

Education and Experience:

  • Bachelor’s degree in Civil Engineering with a Professional Engineer designation and minimum of four years’ related experience in municipal civil infrastructure design, construction and project management, or an equivalent combination of education, training and experience
  • Registration or eligibility for registration as Professional Engineer in British Columbia
  • Experience in designing water distribution infrastructure and underground utilities
  • Experience in developing and managing budgets for infrastructure capital works

 

Knowledge, Skills and Abilities:

  • Knowledge and application of engineering principles related to hydraulics, water resources, and industry best practices for water system operations
  • Knowledge of infrastructure asset management principles
  • Knowledge of Organizational Quality Management processes and frameworks
  • Strong interpersonal, written communication and organizational skills, including excellent written and verbal communication and report writing
  • Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders
  • Strong conflict resolution, mediation and negotiation skills
  • Ability to provide guidance and direction to staff
  • Ability to exercise diplomacy and tact
  • Proficient in the use of computer design and modelling software such as InfoWater, ArcGIS and AutoCAD

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

Salary Information: Pay Grade RNG-080: $97,032 to $121,294 per annum (PEng)/ Pay Grade RNG-060: $75,410 to $94,253 per annum (EIT)
