Main Purpose & Function
The Project Engineer assists with the design and construction of water distribution infrastructure, development and implementation of conservation policy, review of growth scenarios to identify system upgrades supporting growth, and enhancing readiness for emergencies and preservation of water quality.
The position reports to the Civil Engineer II and works closely with other branches within Engineering Services. Key external contacts this position liaises with are government agencies, third party utility companies, Metro Vancouver, residents and businesses.
Specific Duties & Responsibilities
Design and Construction
- Completes cost effective design for construction
- Manages water capital projects
- Provides project management support and coordination for multi-disciplinary (sewer, water, streets) projects
- Performs field reviews on assets constructed
- Reviews designs for water infrastructure capital designs
- Schedules water capital projects in consultation with Water Operations staff
- Communicates with local residents and businesses, prepares letters and media information related to construction
- Liaises with Metro Vancouver and other interested 3rd party utilities
- Completes post construction evaluation of project closing tasks
Other duties/responsibilities as assigned.
Qualifications
Education and Experience:
- Bachelor’s degree in Civil Engineering with a Professional Engineer designation and minimum of four years’ related experience in municipal civil infrastructure design, construction and project management, or an equivalent combination of education, training and experience
- Registration or eligibility for registration as Professional Engineer in British Columbia
- Experience in designing water distribution infrastructure and underground utilities
- Experience in developing and managing budgets for infrastructure capital works
Knowledge, Skills and Abilities:
- Knowledge and application of engineering principles related to hydraulics, water resources, and industry best practices for water system operations
- Knowledge of infrastructure asset management principles
- Knowledge of Quality Management System (QMS) and Professional Governance Act (PGA) requirements and frameworks
- Strong interpersonal, written communication and organizational skills, including excellent written and verbal communication and report writing
- Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
- Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders
- Strong conflict resolution, mediation and negotiation skills
- Ability to provide guidance and direction to staff
- Ability to exercise diplomacy and tact
- Proficient in the use of computer design and modelling software such as InfoWater, ArcGIS and AutoCAD
- Ability to meet transportation requirements to travel between work sites for operational purposes
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
