Main Purpose & Function

The Civil Engineer I in the Sewers & Drainage Design Branch provides engineering design review, project management, contract management, and inspection services during the design and construction of sewer infrastructure projects, establishes sewers requirements for development proposals, and investigates sewer system and drainage problems.

 

The position reports to the Senior Engineer (CEII) in the Technical Review Team. Key contacts for this position are staff from other branches within Engineering Services and external utility, development, consulting, and contractor companies.

 

Specific Duties & Responsibilities

  • Completes storm and sanitary sewer infrastructure design review by consultants for construction by City or private crews.
  • Provides project coordination for City sponsored Sewer projects or developer delivered sewer projects.
  • Performs field reviews on sewer assets to ensure compliance with design and sewer standards.
  • Reviews contracts and/or tender documents for storm and sanitary sewer infrastructure projects.
  • Reviews pre-construction, construction, post-construction, and warranty documentation of sewer infrastructure projects including but not limited to CCTV Inspection reports.
  • Completes post construction evaluation for project closing task.
  • Investigates storm events and flooding locations and liaises with Sewer Operations, Risk Management and the public.
  • Completes Sewer and Development Permit application reviews and provides sewer infrastructure development requirements.
  • Communicates and liaises with outside agencies, the public, internal branches to discuss sewer system operation.
  • Other duties/responsibility as assigned.

 

 

Qualifications

Education and Experience:

  • Bachelor’s degree in Civil Engineering with a Professional Engineer designation and minimum of four years’ related experience in municipal civil infrastructure design, or an equivalent combination of education, training and experience.
  • Registration or eligibility for registration as a Professional Engineer in British Columbia.

 

 Knowledge, Skills and Abilities:

  • Knowledge and application of engineering principles related to storm and sanitary sewer design, hydraulics, hydrology and rainwater management.
  • Knowledge of EGBC Professional Goverance Act and quality management processes and frameworks.
  • Strong interpersonal and organizational skills, including excellent written and verbal communication and report writing.
  • Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands.
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders.
  • Strong conflict resolution, mediation and negotiation skills.
  • Demonstrated ability in utility design, construction and project management.
  • Ability to exercise diplomacy and tact.
  • Working knowledge of the City’s design standards and specifications
  • Proficient in the use of computer design and modelling software such as Bluebeam, PCSWMM, ArcGIS and AutoCAD.

Salary Information: Pay Grade RNG-080: $102,960 to $128,691 per annum (PEng)/ Pay Grade RNG-060: $80,008 to $100,006 per annum (EIT)
