Main Purpose & Function

The Utility Growth Program Engineer provides strategic guidance, project management, and process management to align the Utility Development Cost Levy (UDCL) program with City priorities and growth needs. The position prioritizes sewer and pump station UDCL projects while also tracking program metrics, monitoring program delivery, expenditures and revenue. The UDCL Program is a is a levy/fee charged on new development to fund growth-related utility infrastructure including sewers, pump station, water, and green infrastructure upgrades necessary for growth. The role also gathers updates from other utility groups for centralized program reporting while supporting the Senior Engineer and project managers in delivering utility projects.

 

There are two positions being filled: UDCL Strategy Engineer and UDCL Delivery Engineer. A summary of each role is provided below.

 

UDCL Strategy Engineer
Responsible for the strategic planning and ongoing development of the UDCL program. The role is responsible for investment prioritization, program framework development, risk management, capital planning, and performance monitoring to ensure utility growth investments are aligned with Council priorities, growth objectives, and long-term infrastructure needs.

 

UDCL Delivery Engineer
Responsible for the planning, coordination, and delivery of UDCL funded infrastructure projects with a primary focus on sewer projects. The position works closely with project managers and stakeholders to address project constraints and monitor project governance, budgets, schedules, risks, and overall delivery performance to help ensure projects are delivered effectively and aligned with program objectives.

 

 

The position reportsto the Senior Infrastructure Engineer and works closely with the technical representatives in various branches including Development and Major Projects, Sewer & Drainage Design, Waterworks Design, Green Infrastructure Implementation, and Integrated Sewer and Drainage Planning Branches. The position liaises with stakeholders in other City departments including Planning, Urban Design and Sustainability, Development Buildings and Licensing, the development industry and a variety of technical consultants and architects.

 

Specific Duties & Responsibilities

  • Assists in developing the UDCL investment in the current and near-term Engineering Services Capital program while considering financial, risks, commitments, and alignment with Council priorities. 
  • Supports the development and continuous improvement of internal standards and practices to support project delivery and program priorities.  
  • Reviews designs and/or tender documents for sewer and rainwater and green infrastructure for compliance with City design standards and requirements.
  • Identifies data gaps, missing information (e.g., identifying flow-monitoring locations), future studies, and sewer and drainage planning to better confirm the sewer system capacity.
  • Provides project and process management of the Utilities Development Cost Levy (UDCL) capital program project list by identifying priorities and escalating projects as needed.
  • Determines scope of work, prepares requests for proposals, evaluates proposals, and participates in the selection of consultants for UDCL projects; assists in negotiating consultant contracts; reviews consultants’ submitted works and recommends adjustments as appropriate.
  • Coordinates with utility stakeholders to gather, consolidate, and communicate program updates.  
  • Oversee the design and delivery of growth-related and developer driven sewer upgrades.
  • Tracks and reports on program metrics including expenditures, revenue forecasts, budgets, schedules, risks, and key performance metrics to support effective decision making and capital planning.
  • Represents the City and liaises with other engineering branches, City Departments, consultants, private developers, external agencies, Metro Vancouver, government agencies on UDCL related initiatives.
  • Keeps abreast of emerging practices and policies
  • Other duties/responsibilities as assigned.

 

 

Qualifications

Education and Experience:

  • Bachelor’s degree in Civil or Water Resources Engineering with a Professional Engineer designation and minimum of four years’ related experience in municipal civil infrastructure planning, design, construction and project management, or an equivalent combination of education, training and experience
  • Registration or eligibility for registration as a Professional Engineer or Engineer-In-Training in British Columbia is required
  • Experience working in land development as a civil consultant

 

 Knowledge, Skills and Abilities:

  • Knowledge of engineering principles and standards related to hydraulics, hydrology, sewer systems. rainwater management and green infrastructure
  • Knowledge of the City’s development processes
  • Working knowledge of Organizational Quality Management processes and frameworks 
  • Working knowledge of the City’s Project Management Framework
  • Excellent written and verbal communication skills with a variety of stakeholders, with experience writing technical reports
  • Excellent leadership skills with the ability to motivate and engage staff
  • Excellent communication (oral and written), interpersonal and presentation skills
  • Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
  • Strong conflict resolution, mediation and negotiation skills
  • Demonstrated ability in utility design, construction and project management
  • Ability to exercise diplomacy and tact
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders
  • Proficiency with the use of computer design and modelling software such as PCSWMM, ArcGIS and AutoCAD would be an asset

Salary Information: Pay Grade RNG-080: $102,960 to $128,691 per annum (PEng)/ Pay Grade RNG-060: $80,008 to $100,006 per annum (EIT)
