Main Purpose & Function

The City Sustainability Group has a permanent full time opening for a Green Building Engineer who will lead the development and implementation of industry/owner support programs, pilot projects, and regulatory requirements to significantly reduce energy use and greenhouse gas emissions associated with existing commercial and multifamily buildings in Vancouver while also increasing resilience to climatic changes.


Specific Duties & Responsibilities

Reporting to the Green Building Program Manager within Sustainability, the Green Building Engineer will have the following duties and responsibilities:


Project and Program development and implementation

  • Collaborate with utility companies, industry associations, local and senior government partners to design, fund and implement support programs for commercial building owners that will support them in meeting 2026 and 2040 GHG-intensity limits.
  • Synthesize research and local industry experience to inform development of industry/owner support programs, retrofit pilot projects and regulations impacting building energy and GHG emissions.
  • Engage other experts and key stakeholders to inform and foster support for recommended programs and changes
  • Recommend new approaches and changes to senior management, key stakeholder decision makers, and Council
  • Lead internal and external multi-disciplinary program implementation teams that may include technical, legal, financial, planning, project management, and/or communications experts



  • Commission and review research into highly efficient buildings including: mechanical systems and building envelope design and retrofit approaches, proven and emerging technologies; policy best practices; business case viability; and occupant/operator impacts on performance
  • Develop systems to gather local design/performance data and insight into successful and unsuccessful approaches; identify trends to inform changes


Capacity building

  • Develop multi-party administrative structures and systems to ensure the effective dissemination of knowledge on most effective approaches to for near zero emission building retrofits (supply chain, design, development, construction, and operations)
  • Establish and foster partnerships to implement programs and policy changes


Other duties/responsibilities as assigned.



Bachelor’s Degree in Engineering, preferably with a Major in Building Science or (Sustainable Energy). A minimum of 5 recent years of building energy efficiency design or building retrofit program design and development work with at least 2 of those years being in the BC Lower Mainland. The ideal candidate will have most of the following experience and qualifications.


  • Experience designing and/or implementing commercial building energy efficiency programs
  • Experience designing, modelling and/or managing mechanical or whole building retrofit projects on commercial buildings to reduce GHG emissions.
  • Experience conducting energy audits of commercial buildings and designing energy efficient retrofit plans
  • Strong background in energy efficient HVAC systems in commercial buildings, complemented with familiarity with efficient building envelopes.
  • Knowledge of best practice heat pump design and systems in commercial buildings
  • Familiarity with ASHRAE 90.1, ASHRAE 62, and NECB
  • Understanding of economic and business case development/analysis
  • Understanding of market transformation and change management theory and/or practice
  • Experience working with commercial building stakeholders in the BC Lower Mainland
  • Familiarity with Passive House and LEED
  • Exceptional interpersonal and communications skills
  • Strong, demonstrated project management skills
  • Ability to work collaboratively and with little supervision


Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
