Main Purpose & Function

This position works with City of Vancouver staff from a variety of departments to progress engineering designs, construction planning and onsite implementation related to the delivery of City Engineering assets.

 

This position sits within the Integrated Projects Branch, which is responsible for the efficient project management and delivery of City Engineering assets for complex projects requiring a high degree of coordination with other City departments, government agencies, stakeholders, and partners. Work will include coordinating internal and third-party designs; managing consultancies/contracts; and liaising with other government agencies, stakeholders, and partners.

 

The position reports to Senior Engineer/ Project Manager in the Integrated Projects Branch.  

 

The Project Engineer will work collaboratively with multidisciplinary civil consultants, third party utility providers, interdepartmentally within Engineering Services and with other CoV departments such as Law, Planning, Parks, Facilities, Real Estate, Supply Chain Management and Development Building & Licensing to identify stakeholder requirements and facilitate the successful planning and implementation of projects. 

 

Specific Duties & Responsibilities

  • Support the development, monitoring and management of project work plans (scope, budget, schedule, quality, risk, resources) within approved funding and schedule limitations as identified by senior management in the project charter(s).
  • Prepare, evaluate and maintain reports on project performance including schedule, scope, invoicing, and change control, critical path tracking, issues, risk, and financial management. Makes recommendations as required on items such as scope change or mitigation strategies to Senior Engineers, Associate Director, and Director of Engineering Projects & Development Services.
  • Implement, ensure compliance and adhere to all departmental Project Management Framework (PMF) standards, guides, processes and templates.
  • Prepare terms of reference for technical consulting services related to civil engineering design and construction; and completes the tendering and selection process.
  • Contract administration and management of technical consultants retained to support planning, design and implementation.
  • Read, review, and interpret engineering designs and specifications related to engineering infrastructure.
  • Build on established partnerships and/or develop partnerships with internal and external stakeholders necessary to successfully deliver on project objectives, ensuring that stakeholders are identified, engaged, informed and given opportunities to shape project details as applicable.
  • Represent projects in public engagement processes, including attendance at meetings and workshops.
  • Other duties/responsibilities as assigned.

 

 

Qualifications

Education and Experience:

  • Bachelor’s degree in Engineering with a Professional Engineering Designation and minimum 4 years related experience in project management, engineering, or an equivalent combination of education, training and experience.
  • Registration or eligibility for immediate registration as a Professional Engineer or EIT with EGBC

 

 Knowledge, Skills and Abilities:

  • Strong organizational and time management skills including a demonstrated ability to manage projects and set/meet competing deadlines.
  • Demonstrated ability to take on a leadership role and proactively resolve project conflicts in a timely and effective manner.
  • Knowledge of civil engineering practices; ability to research, analyze, estimate, and present recommendations to senior management.
  • Strong written and oral communication skills, including the ability to converse with, write reports for, and create/deliver presentations to diverse audiences including colleagues and project stakeholders of varying levels of seniority, and from both technical and non-technical backgrounds. 
  • Demonstrated ability to successfully manage project budgets.
  • Ability to build and maintain excellent working relationships with the public, outside agencies and other employees while respecting the sensitivities and trade-offs of decisions. 
  • Ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members, including the ability to impartially resolve conflicts as they arise.
  • Familiarity with the City’s policies and regulations.
  • Working knowledge of EGBC’s Professional Governance Act or other quality management frameworks

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

Salary Information: Pay Grade RNG-080: $97,032 to $121,294 per annum (PEng)/ Pay Grade RNG-060: $75,410 to $94,253 per annum (EIT)
