Main Purpose & Function

The Utilities Coordination Engineer is responsible for providing technical expertise for regulating the use of City streets by private telecommunications and 3rd party utility companies.

 

The Utilities Coordination Engineer will support the Senior Engineer in negotiating on behalf of Engineering Services with 3rd party utilities, developers, consultants, and government bodies to ensure that the best interests of the City are met with respect to use of streets infrastructure. This individual is responsible for developing and analyzing policy through liaising with internal and external stakeholders, as well as writing technical specifications, reports and letters.

 

The successful candidate also provides full support for the Utilities Management team involved in the day to day approval and coordination of construction works and projects related to telecommunications and utility coordination issues.

 

This position reports to the Senior Engineer. Key internal contacts include Director of Water and Utilities Management , Branch Heads Engineering, Utilities Management Branch, All Engineering Branches, Risk Management, Law, Accounting and IT. Key external contacts include the following utility companies: BC Hydro, Telus, Fortis, Rogers, CMBC and TransLink to name a few as well as Private Businesses, General Contractors, Developers and Private citizens. In addition, contacts will include regulatory bodies such as BCUC, CRTC, Technical Safety BC and Worksafe BC.

 

Specific Duties & Responsibilities

  • Provide technical expertise for regulating the use of City streets by private telecommunications and utilities. Participate in proceedings with regulatory agencies such as the CRTC and the BC Utilities Commission and developing policy around these activities
  • Initiate and complete detailed design work and technical studies, work with City construction crews, and direct other technical and clerical staff to assist in carrying out the required duties
  • Perform investigations, co-ordinate construction works and innovative projects related to telecommunications and utility coordination issues, and participate in meetings with internal staff, consultants, other government organizations and the public
  • Represent Engineering Services in multi-disciplinary project technical teams to co-ordinate and manage departmental review processes for project design drawings and standards, and making decisions for any identified conflicts as necessary
  • Coordinate and manage the construction of internally and externally delivered infrastructure utility projects, with a focus on minimizing impacts to residents, business owners and the public
  • Provide overall support to the Branch Manager of Utilities Management and make presentations to Council, Committees of the Whole, and advisory committees to Council as required
  • Write letters, technical specifications, and various studies and reports
  • Other duties/responsibility as assigned

 

 

Qualifications

Education and Experience:

  • University degree in Engineering
  • Sound progressive experience in design, construction and project management including engineering, operational, and administrative responsibilities, or an equivalent combination of education, training and experience
  • Registration or eligibility for registration as a Professional Engineer or EIT with EGBC

 

 Knowledge, Skills and Abilities:

  • Knowledge and background in the City’s 3rd party utility use of streets and municipal access process and relevant City by-laws
  • Demonstrated experience in engineering and project management including planning, detailed design, construction, and contract management of engineering projects and in particular utilities such as BC Hydro, Fortis or Telus
  • Proven ability to establish and maintain positive relationships with internal and external partners and stakeholders
  • Familiarity with the City’s street system and 3rd Party utility policies and regulations
  • Proven experience in dealing with multiple tasks, and setting and meeting competing deadlines
  • Exceptional interpersonal, verbal and written communication skills 

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

Salary Information: Pay Grade RNG-080: $97,032 to $121,294 per annum (PEng)/ Pay Grade RNG-060: $75,410 to $94,253 per annum (EIT)
