Main Purpose and Function

Reporting to the Assistant Branch Manager, Development Water Resources Management, the Senior Development Sewer Services (DSS) Engineer provides leadership, training and engineering expertise to a team of engineers and technicians. This role is responsible for developing the plans and policy, conducting development application reviews, and supporting development related utility program that continue to provide sanitary and storm sewer service to residents. Assignments involve public infrastructure investments and collaboration with City Planning on facilitating the growth of the City.

 

The Senior Engineer will represent the Branch with stakeholders including other City departments such as Planning, Urban Design and Sustainability and Development and Major Projects, and acts as a key resource for external developers and Metro Vancouver.

 

Specific Duties and Responsibilities

  • Identifies and recommends development related utility program investment opportunities in the current and near-term Engineering Services Capital program.
  • Provides capacity requirements, scope of work, and technical guidance to support development related utility program implementation.
  • Coordinates with other Engineering branches and stakeholders to inform and schedule sewer projects on facilitating the growth of the City.
  • Manages repository of all development sewer services related policies, requirements, bulletins, including ensuring logical placement on the city website.
  • Tracks and monitors development sewer services metrics.
  • Leads a team of engineers and technicians to manage the development process including rezoning reviews, development permits, and servicing inquiries.
  • Provides senior review and approves final developer review outcomes.
  • Conducts technical analysis for developer agreements, and manages latecomer agreements.
  • Acts as the key responder for developer inquiries.
  • Leads development sewer services review process improvement considering risks, commitments, and alignment with Council priorities.
  • Contributes and participates with Planning on community plan projects at the local and/or neighbourhood scale.
  • Supervises, mentors and trains DSS team members.
  • Responsible for the implementing development related policies when required.
  • Prepares technical reports, Council Reports, presentations, letters and memos.
  • Other duties/responsibilities as assigned.

 

Qualifications
Education and Experience:

  • Bachelor’s degree in Civil Engineering with considerable related experience (minimum 8 years preferred) in municipal civil infrastructure planning, design, construction and project management, or an equivalent combination of education, training and experience.
  • Registration or eligibility to register as a Professional Engineer in British Columbia.
  • Experience in development review works.

 

Knowledge, Skills and Abilities:

  • Thorough knowledge and application of engineering principles related to municipal infrastructure, hydraulics and hydrology.
  • Working knowledge of combined sewer infrastructure operation, sewer separation and CSO elimination planning methods.
  • Knowledge of the City’s development processes.
  • Knowledge of the Regional Liquid Waste Management Plan and Provincial and Federal Environmental Regulations and related municipal responsibilities.
  • Excellent interpersonal and communication skills and experience working with the public, contractors, consultants and staff across City departments.
  • Supervisory experience managing exempt and unionized staff including recruitment, selection, coaching, mentoring and performance management.
  • Working knowledge of hydraulic and hydrologic modeling software such as PCSWMM.
  • Ability to work independently with minimal supervision.

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

 

The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
