Main Purpose & Function

This position supervises a team of frontline clerks that performs a variety of administrative functions including: payroll and equipment time entry, forms preparation for Branch staff (benefits, disability insurance, etc.), hired equipment costing, Branch accounts payables, a variety of SAP reporting; and participates in these tasks as required.

 

The position is a subject matter expert and a resource for the interpretation of rules, regulations and procedures related to the daily business operations of the customer Branches, including payroll, vacation quotas, benefits coverage, retirement, WorkSafe BC and disability insurance coverage, costing, payables, purchase orders and the contracts and agreements for CUPE 15, CUPE 1004 and Exempt staff.

 

Specific Duties & Responsibilities

  • Maintains a close working relationship with, and acts as a resource for customer Branch supervisors/managers.
  • Provides coaching and performance feedback, determines requirements and arranges training. Involved in the implementation of new enterprise systems relating to administrative functions.
  • Makes some technical decisions in the absence of supervisors.
  • Reviews data and prepares and/or maintains various reports, letters and other documents, and other tasks as required.

 

 

Qualifications

Education and Experience:

  • Completion of Grade 12 supplemented by, commercial courses, or an equivalent combination of education and experience.
  • Considerable related clerical experience with growing responsibility as well as demonstrated experience in a supervisory capacity are required.

 

 Knowledge, Skills and Abilities:

  • Thorough knowledge of HR practices and procedures, WSBC reporting, MTD and other benefits administration and the Collective Agreements used by the Operations Branches are required.
  • Thorough knowledge of the City's financial systems.
  • Demonstrated experience and thorough understanding in the following areas: SAP payroll including time entry, activity allocation, goods receipts/costing, and reporting in these areas in addition to HR, financial, budgeting and costing reports.
  • Proven experience in office procedures, business systems processes and computer systems operation/management.
  • Proficiency in various software packages including Excel, Word, PowerPoint and Outlook as well as good keyboarding skills and general experience with PCs in a network environment and aptitude to learn other computer applications as required.
  • Knowledge of Hansen would be an asset.
  • Excellent organizational skills and the ability to multi-task in a fast-paced environment.
  • Experience and the ability to perform accurate detailed work.
  • Demonstrated ability to build and maintain effective relationship with co-workers and direct reports along and excellent interpersonal leadership and team building skills.
  • Excellent oral and written communication skills including demonstrated ability to produce letters, procedures, reports and manuals.
  • Ability to effectively organize the time and work of the clerical group to provide service to all the Branches.
  • Experience and proven ability to problem solve in a challenging work environment.
  • Ability to work well in a diverse, multi-task environment with little or no supervision.
