Main Purpose and Function 
Provides expertise in the development, implementation and administration of compensation programs. Conducts job evaluation for Exempt and unionized positions, and conducts and participates in salary surveys. Collects and analyzes compensation data, conducts financial modelling and creates or modifies salary structures.


The position reports to the Manager, Compensation & Benefits and liaises with employees, supervisors, HR and Finance staff and leadership within the organization.  The position also liaises with employees, supervisors and HR staff at Vancouver Public Library and other organizations affiliated with the City.


Specific Duties and Responsibilities

  • Conducts job evaluation of exempt and union positions liaising with HR partners, incumbents, and supervisors; and informs managers, HR partners and the Union of the outcome and rationale
  • Researches, compiles, and prepares reports and recommendations on compensation trends and issues
  • Performs market salary analysis and prepares recommendations for Corporate Leadership Team (CLT)
  • Updates the salary structure tables for all City employee groups in SAP
  • Performs financial modelling and cost analysis as it pertains to exempt salary recommendations or proposed total compensation changes
  • Maintains database of position descriptions, job classifications and job evaluation results
  • Leads the merit increase cycle for exempt staff semi-annually including data extraction and validation, calculating increases, preparation and distribution of data to the organization’s leaders
  • Conducts and participates in compensation surveys
  • Participates in developing and streamlining policy and procedures
  • Prepares a variety of reports and queries from SAP related to base rates, total compensation, quota balances and general employee data as required
  • Provides expert advice to Human Resources staff on a variety of compensation issues including exempt salary administration, exempt and unionized job classification, and absence eligibility  
  • Supports pension administration by preparing reports, calculating eligible service for Purchase of Service Applications and liaising with employees, the Pension Corporation and Payroll
  • Supports collective bargaining as required
  • Keeps apprised of industry trends and legislations as it relates to compensation, pension, and benefits
  • Performs other duties/responsibilities as assigned



Education and Experience:

  • Bachelor’s degree in a related field
  • A minimum of three years’ experience in performing job evaluation in a unionized environment or an equivalent combination of education, training, and experience
  • Demonstrated experience with comprehensive HRIS platforms such as SAP, SuccessFactors or alternative technologies and with interpreting and administering policy in the areas of job evaluation and total compensation


Knowledge, Skills and Abilities:

  • General knowledge of the City’s HR policies, procedures, and practices as related to total compensation
  • Moderately advanced skills in financial modelling and creating or amending salary structures
  • Superior skills in using spreadsheets, databases, and word processing software to perform analyses and create reports
  • Skilled in researching, classifying, interpreting, analyzing and translating information and data
  • Ability to build and maintain effective working relationships at all levels of the organization and within the broader HR team.
  • Ability to take ownership for decisions, provide effective advise, apply judgement, and make decisions in order to provide timely and effective service
  • Ability to communicate clearly, persuasively, and assertively with all levels of staff
  • Ability to work independently, set priorities and meet deadlines
  • Ability to use discretion when handling sensitive and confidential issues
  • Ability to work collaboratively and interact respectfully
  • Ability to be tactful in dealing with complaints or concerns


Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.


The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
