Main Purpose and Function

Reporting to the Water Quality Program Manager, the incumbent is responsible for performing a variety of administrative duties, including data entry, correspondence and filing. The incumbent will perform work of a regulatory and inspectional nature involving enforcement of mechanical plumbing installations for cross connection control devices and audit of reports completed by private cross connection control testers.

 

Specific Duties and Responsibilities

  • Performing routine or low health hazard inspections of plumbing systems for cross connection control
  • Liaising with property owners and contractors regarding installation, testing, repair orders and by-law infractions
  • Maintaining a City-wide database of inspections, installations and enforcement orders
  • Liaise with online cross connection control program vendor, providing information and advice
  • Working with various departments and agencies, both internally and externally
  • Answers inquiries and provides assistance by telephone or in person
  • Maintains files, supplies, and other related duties as required
  • This position may give evidence in court when violators of the by-laws are prosecuted

 

Qualifications

Education and Experience:

  • Completion of Grade 12 including or supplemented by related commercial courses.
  • Backflow Assembly Tester or Inspector Certificate required or must be able to obtain within 4 months of hiring date

 

Knowledge, Skills and Abilities

  • Sound knowledge of the Water Works By-law and the sections related to the requirements for cross connection control devices.
  • Sound knowledge of approved plumbing materials and practical plumbing.
  • Demonstrated working knowledge of Word, Excel, Outlook, and AMANDA
  • Excellent communication skills and ability to deal tactfully and effectively with the public, including difficult patrons.
  • Ability to meet with contractors, developers, tradespersons, owners and/or their representatives to discuss cross connection issues and to enforce by-law requirements with firmness, impartiality and good judgement.
  • Ability to make recommendations based on understanding of hydraulic principles and procedures related to the installation and testing of backflow prevention assemblies.
  • Demonstrated ability to work in a fast paced environment and the ability for accurate data entry
  • Ability to read and understand plans and to recognize the technical requirements related to plumbing installations, and to suggest desirable changes when necessary.
  • Ability to write reports on inspections.

 

Driver’s License

  • A current and valid Class 5 BC Driver’s License and a safe driving record are required.
  • The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities
