Main Purpose and Function
The Senior Electrical Engineer manages the delivery of annual electrical work and manages the Electrical Design team, including delivery of electrical drafting, design and engineering services. The position establishes and implements electrical technical specifications, standards and related work processes.
The position reports directly to the Associate Director, Electrical Design. The Senior Electrical Engineer is responsible to oversee the electrical design teams. This position is required to deliver timely, quality services to clients internal and external to the City of Vancouver, including but not exclusive to other sections within the Streets division, Electrical and Traffic Operations, Streets Activities, Sustainability and Utility Management Branch, Transportation Division, particularly the Traffic and Data Management branch and Transportation Design branch, other City Departments, and developers and consultants. The position also partners with external stakeholders with BIAs, BC Hydro, and Coast Mountain Bus Company.
Specific Duties/Responsibilities
- Leads the Electrical Design staff in delivering on strategic objectives and the continuous improvement of services related to the City’s electrical infrastructure.
Asset Management:
- Assists in prioritization, administration and execution of the electrical infrastructure capital plan (approx. $4M annually), working in partnership with the Divisional Asset Manager/Engineer and Operations
- Ensures asset management strategies and plans are established for all electrical infrastructure
Operations Management / Financial:
- Assist in managing operating budget
- Assist in managing the capital budget, ensuring work plans are executed in order to fully spend annual capital allocations in alignment with priorities and needs
- Develops budget requests to optimize asset management principles while aligning with City priorities
- Explores and implement more cost effective ways of delivering services
Human Resources:
- Oversees and directs the work plans of exempt and unionized staff, assigning and re-distributing duties as required to ensure the efficiency and optimization of staff work plans
- Develops, implements and monitors quality control processes and procedures for all services provided by the electrical design section (PGA and PMF)
- Adopts and implement HR processes, including but not limited to, attendance management program and performance management requirements
- Ensures adherence to fair and consistent practices in alignment with the collective agreements, the Branch Community Agreement and the City wide policies
Programs and work plans:
- Develops and implements program work plans
- Partners with the other branches (such as Traffic and Data Management, Transportation Design, Streets Activities, Streets Use Management, Utility Management, Sustainability Branch etc and provide resources to deliver design/review and construction services
- Oversees and directs the delivery of electrical capital projects including the design and construction phases, in accordance with the Engineering Project Management Framework
- Coordinates with internal and external customers to ensure that design services are provided in a timely and suitable manner, meeting project schedules
- Develops business cases and provides strategic analysis to new and emerging initiatives
- Ensures use and sustainment of corporate IT systems to manage information, including asset management, financial management
Technical work:
- Establishes and maintains the City’s electrical specifications and drafting standards
- Ensures all necessary regulatory requirements are met related to Electrical design
- Leads technical resource for electrical design related to street lighting, Traffic Signals and power-related design
- Manages the technical staff to ensure delivery in accordance with standards, regulations and specifications
- Ensures the delivery of electrical design aligns with the design and construction standards and requirements
- Seal (as a P.Eng.) electrical designs generated under direct supervision. Serves as Engineer of Record for electrical designs.
- Conducts internal Audits and lead and prepare the team for external Audits
Safety and Training:
- Ensure safety program and standards are in place and followed by staff
- Ensure Remote work Book is current and Requirements are met.
- Make sure check in, check out times and supervisory checks are performed
Continuous Improvement:
- Sets, tracks and analyzes operational performance goals and metrics, including costs and turnaround times as well as corporate green operations targets.
- Identifies industry best practices in electrical design specifications and capital program delivery, and implement within section
- Engages staff, management, clients and partner departments about how Electrical design can improve and better serve stakeholders
- Provides ongoing review and decision making with respect to staffing and employee engagement
City Representation:
- Participates and partners with other government, public and private organizations related to the City’s practices with electrical design
- Prepares and presents Council reports on electrical engineering issues
- Represents the City on other committees and working groups
- Responds to FOI and legal services requests
- Responds to resident requests
- Other duties/responsibilities as assigned.
Minimum Qualification Requirements
Education and Experience:
- Bachelor’s degree in Electrical Engineering with a Professional Engineer designation and minimum 6 years related experience in design and construction project engineering work, or an equivalent combination of education, training and experience.
- Experience managing staff and HR issues in a union environment.
- Registration or eligibility for registration as a Professional Engineer in British Columbia.
- Project Management Credentials (PMP) or equivalent is preferred
Knowledge, Skills and Abilities:
- Advanced knowledge of electrical engineering principles, standards, and specifications, as they relate to the municipal environment
- Working knowledge of Professional Governance Act – EGBC and Project Management Framework
- Ability to lead and review the work of a technical design team.[FF1]
- Ability to manage and lead a diverse team in a unionized environment
- Ability to work collaboratively with diverse internal and external stakeholders
- Organizational and time management skills in a high volume and fast paced environment
- Ability to provide excellent customer service
- Excellent written and oral communication skills
- Ability to work and think strategically, including experience with business case composition and evaluation, strategic planning and development and implementation of Key Performance Indicators
- Ability to work independently with little supervision from Associate Director
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 3 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program. However please note that during the onboarding period, the position will be 5-days per week in office.
