Main Purpose and Function
The Emergency Planning Coordinator II develops and maintains programs, and manages projects within the Vancouver Emergency Management Agency, including those related to operational readiness and community resilience.
The position performs complex project and administrative work related to the City’s emergency program, is familiar with and provides considerable liaison support to senior representatives of civic departments, agencies, government, public and private organizations involved in emergency planning.
The position leads or participates in overall emergency management activities, designs training programs, tests and exercise, leads or conducts a variant of complex research studies and assessments related to the work. This position coordinates high profile, City-wide emergency management projects and initiatives. Considerable independence of judgement and action is exercised in carrying out responsibilities and some supervisory functions may be performed.
The position also consults with internal and external stakeholders, including volunteers, to develop and operationalize emergency plans, guidelines and procedures; chairs and or supports local, regional and provincial planning initiatives. Also, the position coordinates and supports the administration, training, and deployment of staff and/or volunteer emergency teams to support response to planned and unplanned events.
Specific Duties/Responsibilities
- Develops and coordinates programs, and manages projects within the Vancouver Emergency Management Agency, including those related to operational readiness and community resilience.
- Consults with internal and external stakeholders, including volunteers, to develop and operationalize emergency plans, guidelines and procedures; chairs and or supports local, regional and provincial planning initiatives.
- Facilitates and leads multi-stakeholder planning teams to develop plans, procedures and protocols to support coordinated inter-departmental response to emergencies.
- Leads and participates in the development of risk assessments, after-action reviews and debriefs.
- Develops, delivers and evaluates training to staff and volunteers in the form of in-person courses, workshops and exercises.
- Coordinates and supports the administration, training, and deployment of staff and/or volunteer emergency teams to support response to planned and unplanned events
- Develops and delivers effective presentations to audiences of various sizes, backgrounds and seniority levels.
- Documents, analyzes and implements recommendations from after action report and improvement plans.
- Provides direct response support and EM expertise in Emergency Operations Centre(s).
- Effectively utilizes and supports the utilization of EOC technology as part of maintenance, response and training operations.
- Acts as VEMA Duty Officer and carries out related duties as required. This includes a 24/7 on-call rotation for a one-week period every 4-6 weeks.
- Manages budgets and project plans effectively.
- Communicates clearly and effectively both verbally and in writing;
- Other duties/responsibilities as assigned.
Minimum Qualification Requirements
Education and Experience:
Bachelor’s degree with a focus on emergency management, business continuity or related discipline and considerable related experience in emergency planning, emergency management, training development and delivery and project management or an equivalent combination of training and experience.
Knowledge, Skills and Abilities:
- Thorough knowledge of principles and practices of emergency program planning, mitigation, response and recovery.
- Considerable knowledge of the City of Vancouver organization and operations.
- Considerable knowledge of legislation, rules, regulations, policies and procedures associated with emergency planning and emergency response.
- Considerable knowledge of and experience with planning and conducting emergency response exercises.
- Considerable knowledge of outside agencies and private organizations that could provide support to the City during a major emergency or disaster.
- Considerable knowledge of and experience with project management processes.
- Demonstrated project management skills and ability to effectively handle multiple initiatives, tasks, deadlines and deliverable to completion.
- Ability to evaluate measure and analyze program effectiveness.
- Considerable knowledge of modern research methods.
- Ability to research and analyze potential hazards and their relative risks and to develop effective courses of action.
- Ability to present views and ideas effectively both orally and in writing including the ability to write concise, clear documents, guidelines, procedures and plans.
- Ability to prepare and present comprehensive plans and reports.
- Ability to plan, coordinate and evaluate exercises to test emergency procedures in simulated conditions.
- Working knowledge of office administration and office equipment.
- Working knowledge of Emergency Social Services.
- Ability to coordinate and mediate parties with conflicting priorities.
- Ability to establish and maintain effective working relationships with representatives of other agencies and local, provincial and federal governments and to coordinate internal and external emergency service plans and activities.
- Ability to be persuasive in obtaining support from those involved in the Emergency Program.
- Ability to participate in or chair committees comprising of senior personnel from all levels of government, industry and private organizations.
- Ability to supervise and lead staff effectively.
- An Enhanced Reliability Check security clearance is a requirement of this position.
- A current and valid BC Driver’s License is a requirement of this position. Transportation arrangements must meet operational requirements of the Department.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
