Department Overview
The Engineering Services department manages Vancouver’s public works and utility services, including transportation, streets, public space, water, sewer and drainage, solid waste, and the False Creek Neighbourhood Energy Utility. The department is responsible for policy development, planning, design, delivery, construction, and management of services and infrastructure on and under Vancouver’s streets. Engineering Services also has several service groups that play integrative roles across the department, including project delivery, operations safety and support, and engineering strategy and standards.

Engineering’s utilities provide Vancouver with water for drinking and fire protection, safe removal of wastewater (sewage) for treatment, management and conveyance of rainwater to clean it and prevent flooding, efficient collection and diversion of solid waste, and a low-carbon energy supply to the Southeast False Creek neighbourhood.

Engineering plans, designs and manages Vancouver’s network and public spaces through street and transportation planning and design, construction and maintenance, parking, street cleaning, and the regulation of activities on streets, such as street furniture, shared bikes and scooters, and special events and filming.

In addition to the ongoing operations and management of infrastructure, Engineering Services is focused on implementing the City’s strategies, including the Vancouver Plan, the Climate Emergency Action Plan and the Vancouver Economic Action Strategy, Transportation 2040, Rain City Strategy, the Green Infrastructure Implementation Plan and the Zero Waste 2040 Plan.
