Main Purpose & Function

The Engineering Assistant III prepares and reviews traffic signal timing records (TSRs) for new and modified traffic signals. This includes the development of colour charts and time space diagrams. This position is also responsible for conducting field investigations related to traffic operations and safety, writing field reports and managing branch databases. In addition, the position is responsible for reviewing and responding to concerns and requests from Council, public, internal business units and external agencies.

 

The position reports to the traffic signal Civil Engineer I and works closely with the Civil Engineer II, Engineering Assistant IV, and Electrical Operation Technicians. The position also represents the department at field meetings with operational crew and external contractors, and responds directly to public inquiries and requests from 311. 

 

Specific Duties & Responsibilities

  • Assists in the review of Transportation assessment and management study and development related reports and analysis.
  • Identifies conflicts between proposed Transportation Division geometric designs, traffic signal designs, and signage designs and recommend options/solutions.
  • Assists in maintenance of TDM design standards.
  • Interprets data and information from Traffic Signal Management System (TSMS) and the Traffic Camera System to develop signal timing recommendations
  • Follows Organizational Quality Management standards and documentation protocol including developing and maintaining drafting standards in AutoCAD.
  • Provides training and supervision of junior engineering assistants as required.
  • Uses the City’s Hansen system to monitor, coordinate, delegate, track and ensure that SLA requirements for citizen requests are met for the Arterial TDM team.
  • Uses the City’s Hansen system to review and address citizen inquiries and requests from 311. Responds and follows up on public concerns and requests.
  • Conducts field investigations and safety studies including sightline analysis calculations.
  • Other duties/responsibilities as assigned.

 

 

Qualifications

Education and Experience:

  • Completion of grade 12, supplemented by technical courses in engineering or related area of study, plus considerable related experience or an equivalent combination of training and experience

 

Knowledge, Skills and Abilities:

  • Working knowledge of the City’s street system, transportation policies and regulations, the Street & Traffic By-Law, the Manual of Uniform Traffic Control Devices, Traffic Control Manual for Work on Roadways
  • Sound knowledge of engineering design principles and methods, and of engineering mathematics
  • Sound knowledge of departmental procedures relating to various engineering projects
  • Working knowledge of traffic signal construction methods and materials.
  • Working knowledge of traffic signal timing design and traffic signal management systems
  • Advanced computer drafting skills
  • Ability to read and interpret engineering plans and specifications and perform simple design drafting
  • Excellent knowledge of Auto CAD, Excel, and Word
  • Proficiency in GIS software would be considered an asset
  • Ability to work outdoors in inclement weather is required.
  • Ability to problem solve with accuracy in a technical environment with little or no supervision.
  • Ability to meet tight timelines in a multi-tasked environment.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
