Main Purpose & Function

To perform a variety of technical work related to the coordination of the department’s review for Rezoning and Development Permit applications. The role is responsible for managing departmental timelines and ensuring comments are applied in a fair and consistent manner, including resolving inconsistencies and internal and interdepartmental conflicts.

 

Reporting to the Section Head of Development (PMII) through the Development Review Technical Supervisor, this position is responsible for rezoning and development application review processes within Engineering.  A key link between departments, regular communication is required with Planning & Development Services such as project facilitators, rezoning planners, development planners, Legal Services as well as other Engineering branches. Interaction with architects, engineers, contractors and the public is also expected.

 

Specific Duties & Responsibilities

  • Performs and coordinates Engineering’s review of Rezoning and Development Permit applications including managing departmental timelines
  • Provides technical advice and resolves technical issues and conflicts with other departments, developers, architects, engineers, and contractors including organizing and attending meetings
  • Provides instructions to Legal Services on required legal arrangements and reviews and interprets agreements
  • Composes letters and memos summarizing engineering advice on development related applications including formal correspondence and reports for signature of a superior. i.e. development approval letters and formal correspondence to the public, senior management, and/or elected city officials
  • Supports the Engineering Client Service Counter Representatives with complex technical enquiries regarding related expertise
  • Responds to public enquiries regarding development projects
  • Reviews and recommends revisions to technical and clerical procedures for the development and construction review group
  • Assists a manager/supervisor in the implementation of procedures, evaluating performance and participating in hiring
  • Other duties/responsibilities as assigned

 

Qualifications

Education and Experience:

  • Completion of Grade 12 supplemented by related technical courses plus considerable related experience or an equivalent combination of education and training

 

 Knowledge, Skills and Abilities:

  • Ability to establish and maintain effective working relationships with staff, owners, architects, engineers, contractors, and members of the public
  • Knowledge of relevant engineering practices, methods, and techniques, by-laws, codes, acts, and regulations governing the work
  • Knowledge of municipal operations and related permit processes
  • Ability to read and interpret architectural, landscape, engineering drawings and legal agreements.
  • Ability to interpret technical data related to the work
  • Ability to perform complex technical work with tight timelines and multiple priorities
  • Ability to make engineering computations and estimates
  • Excellent verbal and written communication skills including letters and reports
  • Excellent organization and record keeping
  • Knowledge of electronic filing and permitting systems, such as POSSE and VanDOCS
  • Working knowledge of Word, Excel, and Outlook

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
