Main Purpose & Function 

Implements and maintains project and construction management practices; develops project schedule, completes progress reporting, tracks and monitors financials and coordinates across schedules on a multidisciplinary team to implement zero waste strategy, civil infrastructure and consulting projects.  Coordinates work across functional business units and external agencies as it relates to project planning, implementation and construction management.   

 

The position reports to a Civil Engineer II and is responsible for coordinating, directing, organizing and controlling project activities, under the direction of other senior staff in Solid Waste Management, including Project Manager IIs and Civil Engineer IIs.  

 

The position liaises and coordinates work with external agencies including: Metro Vancouver staff, consultants, contractors and internal staff from other departments/branches (Engineering Strategy and Stadards, Supply Chain Management, Civic Engagement and Communications, Finance, Real Estate and Facilities Management, Sustainability Group, Development, Buildings and Licensing (DBL), and Intergovernmental Relations) with an emphasis on developing and maintaining these relationships.  

 

During project implementation the position acts as the liaison between consultants, contractors, operations staff, other internal staff, key stakeholders and the general public; providing consistency and keeping all informed about project status and issues that may impact the project. The EA acts as one point of contact and thus reduces the number of communication channels throughout the project.  

 

Responsible for coordinating and directing work across project teams. May supervise junior staff on a regular or temporary basis. 

 

Specific Duties & Responsibilities  

  • Coordinates and manages projects and acts as liaison between contractors, consultants, external stakeholders and internal staff to ensure desired results, including during construction to manage construction activities. 

  • Collects, coordinates, integrates and controls the project lifecycle scope, cost and schedule on select projects in the planning and implementation of zero waste strategy projects and capital construction projects.    

  • Develops and maintains project documentation, such as Project Charter, Project Execution Plan, risk register, stakeholder plans, schedule, cost tracking and reports, and maintains formal records during and after project completion, including coordinating handover and commissioning activities. 

  • Monitors construction work as needed and gives site/field direction, including inspecting construction work and materials, and stopping work if needed. 

  • Provides technical supervision to outsourced Transfer and Landfill Operations and Transfer and Landfill – Engineering and Environment projects. 

  • Recommends and gathers project metrics (KPIs); compiles and analyzes data and performs graphical representation work related to the preparation of reports and presentations. 

  • Reviews consultants’ drawings, specifications and contract documents to ensure conformance to project objectives and requirements. 

  • Prepares and/or assists in the delivery of stage gate approval presentations to executive and senior management. 

  • Trains and provides project management technical oversight to peers and junior staff. 

  • Assists and participates with public engagement and stakeholder consultation processes; assists in compiling and summarizing public and stakeholder input. 

  • Prepares Requests for Proposals and tenders, including preparing the scope, schedule and requirements in order to meet project objectives and requirements, collaborates with Supply Chain Management to coordinate evaluation/selection. 

  • Reviews invoices to authorize payment for completion of work, and makes recommendations to the Senior Project Manager concerning contract administration, including change orders affecting scope, budget and schedule. 

  • Conducts standard and specification gap analysis on projects and then recommends approach and procedures. 

  • Compiles, analyzes, verifies, and processes large volumes of information/data to be used by Engineering Services and external stakeholders to facilitate short and long term project management success, strategy development and progress tracking.  

  • Develops and documents procedures for data QA/QC protocols and analyzing, verifying and processing data and information, and executes QA/QC protocols to ensure data accuracy, completeness and consistency. 

  • Other duties/responsibilities as assigned. 

 

 

Qualifications  

Education and Experience: 

  • Diploma in Civil Engineering, Project Management or Construction Management supplemented by technical courses with considerable practical experience related to the work, or an equivalent combination of training and experience. 

  • Experience at a sub-professional level providing construction project management or project coordination. 

  • Formal training in project management methodologies, preferably consistent with those provided by Project Management Institute (PMI) preferred. 

 

 Knowledge, Skills and Abilities: 

  • Sound knowledge of departmental procedures relating to various engineering projects. 

  • Sound knowledge and experience in procurement procedures and contract administration. 

  • Ability to read and interpret engineering drawings and problem solve with accuracy in a technical environment are essential. 

  • Effective organizational skills; excellent records management skills and understanding of Organizational Quality Management procedures. 

  • Good knowledge of project lifecycle, project management methodologies and project delivery processes applicable to the work performed.  

  • Working knowledge of safety and environmental hazards associated with the work. 

  • Ability to work independently in a fast paced, multiple and competing deadline environment. 

  • Accuracy/attention to detail, as the work impacts the City's business operations both financially and in the management of project delivery, execution and coordination. 

  • Ability to establish and maintain effective working relationships with external contractors/consultants. 

  • Ability to work well in a team environment, with little or no supervision, under tight timelines, and on multiple tasks. 

  • Effective interpersonal skills; excellent written and verbal communication and conflict resolution skills including confidently interacting with key stakeholders (internal/external), and the public.  

  • Strong research, investigation and analytical skills; understand, identify, track and report project key performance indicators. 

  • Ability to analyze and synthesize data from multiple data sources and formats 

  • Ability to summarize data in an accurate written format and create data visualizations, make recommendations and lead or assist in the preparation of a variety of project reports; including the use of related computer software. 

  • Strong working knowledge of MS Office, SAP and AutoCAD and working knowledge of GIS, Hansen. 

  • Ability to work outdoors in inclement weather; site safety compliance requirements. 

  • Ability to direct and supervise the work of junior staff. 

  • Ability to meet transportation requirements. 

  • A strong interest in sustainability initiatives should be demonstrated.

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
