Main Purpose and Function
The Engineering Assistant IV oversees the design approval, construction, and acceptance process of offsite works associated with development sites in the City.   

 

Specific Duties and Responsibilities

  • Liaises with external consultants, contractors, Engineers, other professionals, stakeholders, and regulatory agency representatives for the purpose of coordinating the design, construction, and acceptance phase of the project; advises the developer’s project team on a variety of procedural matters as it relates to their project.
  • Completes and coordinates technical design reviews and ensures externally prepared designs meet City design standards that are sustainable and maintainable for City Operations.
  • Coordinates/leads pre-construction planning and construction activities including leading pre-construction site meetings, coordinating approvals of traffic management plans, facilitating construction-related permitting, and tracking project schedule and costs.
  • Conducts regular site visits to monitor work progress and ensure that the work is being performed as per City’s design and construction standards and specifications.  
  • Coordinates the review of design changes during construction including site instructions, change orders, and provides direction to the external contractors and consultants.
  • Maintains project documentation, project related invoicing, and manages any emerging project issues including public complaints.
  • Leads regular project meetings and responsible for documenting and filing minutes.
  • Provides regular status report updates to the Section Head and Project Stakeholders by monitoring progress throughout the design and construction phases of the project.
  • Collects and reviews field inspection reports and test reports and reviews for conformance with City standards in conjunction with Kent Yard Materials Laboratory.
  • Responsible for tracking costs and approving release of funds on projects and oversees project account details, change order requests, invoicing and other cash flow processes as required.
  • Leads project closeout and acceptance procedures including deficiency walkthroughs, releasing of Engineering occupancy holds, document archiving of as-built drawings, and other required documents, account closures and completion/warranty notifications.
  • Assesses traffic management needs and facilitates Traffic Management Plan review.
  • Coordinates procurement activities with Supply Chain Management where required including but not limited to the preparation of shopping carts, scope and special conditions for inclusion in tender documents.
  • Assists with the regular process improvements initiatives in the section.
  • Other duties/responsibilities as assigned

 

Qualifications
Education and Experience:

  • Grade 12 supplemented with post-secondary technical training in Civil Engineering, Project Management, Construction Management, Transportation/Utility (water, liquid waste or streets) or other relevant area of study plus considerable experience in civil construction coordination/management or university graduation in Civil Engineering or an equivalent combination of training and experience.

 

Knowledge, Skills and Abilities:

  • Sound knowledge of civil construction methods and materials as well as other associated construction activities/relocations (e.g. roads, sidewalks, curb, utilities, drainage, water services, electrical etc.)
  • Sound knowledge of City’s Streets Restoration Manual and MMCD Standards
  • Knowledge of Project Management principles and processes and understanding of Organizational Quality Management (OQM) procedures
  • Sound knowledge of project management processes – including, but not limited to, cost estimating, scheduling, tracking progress, status reporting etc.
  • Sound knowledge of corporate and departmental procedures related to contract and construction management.
  • Working knowledge in MS Project, AutoCAD, Word, PowerPoint and Excel.
  • Excellent interpersonal and communications skills, both verbal and written.
  • Strong analytical, organizational, and interpersonal skills with a high attention to detail.
  • Ability to read/interpret engineering plans, specifications, legal contracts and agreements and assure all contracted work is completed as per the specifications and contract documents.
  • Ability to establish and maintain effective working relationships with the general public, stakeholders, contractors and other employees.
  • Ability to supervise the work of subordinate staff engaged in technical field or office tasks.
  • Ability to work with minimal supervision and exercise initiative.
  • Ability to meet and deal tactfully and effectively with the public.
  • Ability to prepare clear, well written reports, records, and procedures.
  • Ability to prioritize and organize work, handle multiple assignments and meet deadlines 

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
