Main Purpose and Function
The Engineering Design Assistant supports the overall delivery of capital works to renew and replace aging water system infrastructure, including infrastructure to support development activity. This position is responsible for performing technical design, drafting and detailed layout of drinking water infrastructure. In addition to the technical functions of the role, this position is responsible for the consistency and quality of public service and customer interactions.
Specific Duties/Responsibilities
- Performs technical design and detailed layout of proposed water mains, in alignment with industry and internal design specifications and standards, for an engineer's review and professional seal, including plan and profile layouts and design details as required.
- Conducts research, gathers utility plans and collects data to complete designs.
- Creates detailed materials lists for proposed designs.
- Coordinates with internal survey team to confirm site information, order utility locates, and acquire crossing permits from outside utility companies and agencies.
- Conducts field visits to monitor installation is aligned with design drawings and specifications, and prepares field reports and drafts site instructions during construction.
- Consults and coordinates with Waterworks Operations, other utility branches in the City, and outside utility companies and stakeholders, as necessary to create effective water infrastructure designs and efficient delivery.
- Reviews and provides feedback and/or acceptance of externally prepared water infrastructure designs or other infrastructure designs that may impact drinking water infrastructure, with respect to City of Vancouver Design Manual and Construction Specifications.
- Act as a liaison and coordinator between internal and external operations and design teams and external operations, design, and construction firms with respect to water infrastructure design and delivery.
- Participates in meetings relating to current and future projects; reviews plans and working drawings at various project stages for conformance to project guidelines and established standards.
- Enters water infrastructure and asset information into Hansen work order management system, POSSE permit management system, City’s GIS systems and VanDocs record management system.
- Prepares cost and productivity reports, content for Engineering’s Project Management Framework and documentation of engineering work in accordance with Engineers and Geoscientists BC, as required, under supervision.
- Conducts administrative and clerical functions in support of infrastructure design and delivery, such as: maintaining spreadsheets and databases, updating Waterworks’ design and drafting standards and reviewing designs submitted by other branches and outside utility companies.
- Other duties/responsibilities as assigned.
Minimum Qualification Requirements
Education and Experience:
- Graduation from a technological school or institute in the applied sciences including courses in drafting, underground infrastructure, hydraulics and mechanical design, or an equivalent combination of education, training and experience.
Knowledge, Skills and Abilities:
- Considerable knowledge of water system design and construction.
- Experience in a providing excellent customer service in fast paced environment.
- Excellent telephone manner and proficiency in preparation of written correspondence (letters and emails).
- Proficiency in Microsoft Office suite, including Word, Outlook, OneDrive, PowerPoint andExcel, AutoCAD, GIS.
- Working knowledge of City software platforms and systems including POSSE, VanDocs, graphics software, VanMap, Hansen, web authoring software preferred.
- Sound knowledge of detailed design and construction drawings for utilities or other engineering projects using GIS and AutoCAD.
- Ability to read, interpret and understand underground water and utility maps.
- Sound knowledge of utility construction projects.
- Ability to create and maintain project financial records and productivity reports.
- Good organization skills to work in an environment with tight deadlines and competing priorities.
- Ability to work with minimal supervision and have good interpersonal skills in creating and maintaining effective working relationships.
- Ability to meet transportation requirements. Class 5 BC Driver's License preferred.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
