Main Purpose and Function
The Engineering Technician I inspects, monitors, and reports the daily work of construction teams engaged in a variety of construction, utility, and field installations, based on technical requirements and specifications required by various infrastructure projects through internal engineering operations and design branches, while providing a variety of construction materials quality control and assurance technical tasks, measurements, evaluations, testing, and reporting. Provides recommendations to engineers, project managers, contractors, and City crews
Specific Duties/Responsibilities
- Coordinates and conducts field inspections of utility work, including inspects, tests and controls the quality of materials used by and for the City.
- Inspects construction work performed by private contractors, utility companies and City crews to ensure conformance with City specifications and standards.
- Conducts a wide variety of engineering test procedures and analyses, including the testing of asphalt, concrete, aggregates, asphalt cements, salt, cast iron, and other construction materials.
- Inspects asphalt and concrete plant operations to ensure quality of products produced for City projects.
- Oversees aggregate barge unloading.
- Performs general quality control field and lab test work, technical assessments, volume determinations, and assurance inspection of materials, and other duties as assigned.
- Visually inspects, assess, records or reports on street pavement and sidewalk conditions and defects.
- Performa other duties/responsibilities as assigned.
Minimum Qualification Requirements
Education and Experience:
Completion of the twelfth school grade supplemented by technical courses in asphalt, concrete, soils and municipal or public works inspection, or other courses related to the work. Considerable related experience or an equivalent combination of training and experience.
Knowledge, Skills and Abilities:
- Considerable knowledge of methods, materials and equipment used in municipal civil construction including road work and utility construction, and related activities.
- Considerable knowledge of standards and technical properties of asphalt, concrete, aggregate and soil, with an understanding of a variety of specialized testing procedures, and equipment used in construction works.
- Ability to determine quality of materials and work, and accuracy of layout through inspection and in the compliance with specifications.
- Working knowledge of basic engineering principles in construction work
- Working knowledge on the operations of asphalt and concrete plants, and key components of each
- Ability to operate various equipment used to perform tests.
- Ability to organize, maintain and report data from lab and field tests.
- Ability to use sound judgment, problem-solve, and work independently.
- Ability to perform field and lab work, and to be able to explain prescribed specifications to plant operators.
- Ability to communicate effectively with contractors, with experts in various construction disciplines, and members of the public.
- Ability to establish and maintain effective working relationships with the public, contractors, City crews, and suppliers.
- Ability to accurately measure and record the amount of work completed by contractors or work crews.
- Ability to work in adverse weather conditions.
- A current and valid Class 5 BC Driver’s License.
