The City of Vancouver is seeking a dedicated and experienced Equity Consultant to join our Equity Office within the City Manager’s Department. Reporting to the Chief Equity Officer the primary role of the Equity Consultant is to provide subject matter expertise, guidance, and support to City staff to help advance justice, equity, reconciliation, and inclusion in policies, strategies, programs, and services.

 

The Equity Consultant works in partnership with City departments on the development and implementation of equity-related strategies, initiatives and programs in alignment with the City’s Equity Framework. The Equity Consultant also provides advisory support to individual employees, supervisors, managers, and human resources consultants on addressing workplace discrimination and inclusion issues. The role represents the Equity Office on various internal and external committees and initiatives.

 

Key Responsibilities:

 

Supports City-Wide Initiatives:

  • Develop and implement strategies and initiatives to advance equity, inclusion, and decolonization across the City.
  • Track and report on equity metrics, evaluating the effectiveness of programs and making data-driven recommendations for improvements.
  • Coordinate and facilitate workshops, educational programs, forums, and presentations to foster a deeper understanding of equity issues.
  • Liaise with Employee Resource Groups and other working groups to drive City-wide equity initiatives.
  • Research and analyze best practices in equity, decolonization, and inclusion and incorporate them into City programs and strategies.

Supports City Departments and Units:

  • Provide expert guidance and support to City departments in developing and implementing equity action plans.
  • Collaborate with central service units (e.g., Human Resources, Finance, Civic Engagement) to identify and implement changes to policies, messaging, and processes to promote systemic equity shifts.
  • Advise leadership teams in various departments in the creation of tailored action plans and strategies for equity and inclusion.

Supports Individuals:

  • Provide advice and support to employees facing workplace discrimination or exclusion.
  • Offer guidance to managers and supervisors in fostering inclusive and equitable work environments.
  • Employ non-adversarial and restorative approaches to address workplace conflict and discrimination.

 

Minimum Qualifications:

Education and Experience:

  • Post-secondary degree in a relevant discipline (social sciences, human resources, or a related field) or equivalent combination of lived experience, education, training, and work experience.
  • Supplementary coursework in justice, equity, decolonization, and inclusion.
  • Minimum of 5 years of experience in developing and leading equity-related initiatives in a complex organization.

Knowledge, Skills, and Abilities:

  • Strong knowledge of justice, equity, reconciliation, and inclusion principles (e.g., human rights, anti-racism, disability justice, trans rights, Indigenization, etc.).
  • Ability to work effectively with diverse populations and navigate challenging conversations around equity and social justice including resolving conflicts within diverse teams.
  • Experience leading participatory consultation processes and drafting strategies, policies, or initiatives based on diverse stakeholder input.
  • Familiarity with equity data collection, analysis, and reporting methods.
  • Proven experience with group facilitation, training, and educational initiatives related to equity issues.
  • Understanding of change management principles and practices, particularly in a municipal or unionized environment.
  • Sensitivity and discretion in handling disclosures of discrimination or workplace issues.
  • Cross-cultural competency and strong emotional intelligence.
  • Excellent communication skills, including public speaking, report writing, and presenting to senior leadership and diverse groups.
  • Ability to lead complex projects in a fast-paced, evolving work environment.

 

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

Employment Type: Regular Full Time 

Salary Information: Pay Grade RNG-080: $97032 to $121294 per annum.  The salary offered to the successful candidate will consider a wide array of factors including but not limited to the individual’s skillset, level of experience applicable to the role they are being offered and internal equity considerations.
