Main Purpose and Function

The Green Building Engineer leads the development and implementation of new policies, pilot programs, and regulatory requirements to significantly reduce energy use and greenhouse gas emissions associated with existing low-rise residential buildings in Vancouver. The Green Building Engineer develops and implements pilot projects, owner support programs, regulations, and policies in close collaboration with senior staff throughout Development, Building & Licencing (DBL) and Planning, Urban Design & Sustainability (PDS), Legal Services, and Engineering.

 

Specific Duties and Responsibilities

Research

  • Commissions and reviews research into highly efficient, zero carbon buildings including: mechanical systems and building envelope design and retrofit approaches, proven and emerging technologies; policy best practices; business case viability; and occupant/operator impacts on performance
  • Develops systems to gather local design/performance data and insight into successful and unsuccessful approaches; identifies trends to inform changes

 

Policy and program development and implementation

  • Synthesizes research and local industry experience to inform development of policies, programs, retrofit pilot projects and regulations impacting building energy and resource use
  • Engages other experts and key stakeholders to foster support for recommended changes and to inform the development of implementation/compliance approaches
  • Recommends new approaches and changes to senior management, key stakeholder decision makers, and Council
  • Leads internal and external multi-disciplinary research and program implementation teams that may include technical, legal, financial, planning, project management, and/or communications experts

 

Capacity building

  • Establishes and fosters partnerships to implement policy changes and programs
  • Develops multi-party administrative structures and systems to ensure the effective dissemination of knowledge on most effective approaches to for near zero emission building retrofits (supply chain, design, development, construction, and operations)

 

Other

  • Other duties/responsibilities as assigned.

 

Qualifications

Education and Experience:

  • Graduation from a recognized university with a Bachelor’s degree in Engineering
  • Minimum of five years of related experience in the design and development or renovation of highly energy efficient, low carbon buildings, or an equivalent combination of education, training and experience.
  • Registration with Engineers and Geoscientists of BC

 

Knowledge, Skills and Abilities:

  • Considerable knowledge of local design and development of energy efficient buildings
  • Understanding of economic and business case development/analysis
  • Strong knowledge of building HVAC system design - in particular heat pump and ventilation systems, energy system commissioning and/or optimization, complemented by familiarity with efficient building envelopes
  • Considerable knowledge of efficiency audits and capital planning
  • Ability to plan and manage energy audits and renovation projects for existing low-rise residential buildings
  • Ability to analyze and assess requirements and technical publications related to green buildings
  • Ability to carry out engineering type research in the area of building construction and practices
  • Ability to read and interpret plans, specifications, codes and standards, by-laws and regulations
  • Ability to exercise judgement in decision making in determining and initiating appropriate action to resolve problems in a highly complex technical environment consistent with City policy
  • Strong organizational skills including the ability to set priorities and meet deadlines
  • Exceptional interpersonal and communications skills
  • Ability to work collaboratively and with little supervision

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

Salary Information: Pay Grade RNG-080: $97032 to $121294 per annum
