Main Purpose and Function
Supports both the Compensation & Benefits and Labour Relations departments by organizing and providing information on various compensation, benefit, and job evaluation issues. Communicates with unions, City departments and employees regarding reclassification and City policies. Maintains eCAF workflow and system. Ensures exempt vacation administration in alignment with City guidelines.
Specific Duties/Responsibilities
- Triages multiple email inboxes, incoming hard copy mail and courier deliveries, dispersing workflow to appropriate team members and filing related documentation as required
- Provides organizational and administrative functions such as maintaining filing systems (VanDocs) including creating a variety of case files for the functional areas ensuring complete file content and appropriate file naming conventions, and reviewing, processing and maintaining records related to the grievance process and collective bargaining
- Maintains and tracks collective agreement language, such as classifications, pay rates, and supplementary vacation tables, for updating in printed publication
- Responds to inquiries from managers, HR staff, and employees on questions pertaining to vacation entitlement and usage relying on collective agreements and policies for guidance, and reconciles exempt vacation annually including preparation of the SAP file load for pay outs and banking
- Problem-solves with payroll staff, HR team members and business unit with respect to vacation entitlement and time entry issues including researching and recommending next steps
- Responds to a variety of questions related to the status of files and workflow
- Creates and revises forms, process documents, and other documentation as required
- Provides advice and determination on recommended advancement of notification to the union regarding excluded positions and processes the formal union exclusion notification communication, including the filing of related correspondenceSchedules grievance and other meetings; attends meetings, prepares agenda and takes minutes or verbatim notes as required
- Supports the preparation for arbitrations and other third party processes and collective bargaining by duties such as preparing associated documentation, researching, and collating data
- Maintains and updates a variety of workflow and information systems including, but not limited to the Grievance Management System, a Third Party litigation tracker, a discipline database, and a job review request tracker
- Prepares analyses related to metrics generated by a variety of workflow systems and makes recommendations for system enhancements and workflow changes to improve reporting capabilities
- Prepares quarterly metrics on the status of job evaluations and related activities and follows up on descrepancies and
- Oversees the efficiency and effectiveness of the eCAF (electronic Compensation Action Form) system, by auditing forms in progress, reminding users to complete or cancel stale dated forms, ensuring the user manual is accurate, and liaising with technical partners to request and test system improvements
- Prepares a variety of correspondence for employees, departmental representatives, Labour Relations Consultants, Human Resource Consultants, Compensation Analysts, and union representatives independently and based upon instruction as appropriate
- Prepares intranet content updates for review and submits for publishing as appropriate
- Ensures required subscriptions are maintained by assigning access and udpating user lists
- Processes invoices for payment as required
- Produces reports and runs queries from various sources including SAP
- Performs adhoc project and research related work
- Other duties/responsibilities as assigned
Minimum Qualification Requirements
Education and Experience:
- Diploma in Human Resources and two years related experience in a unionized environment or an equivalent combination of education, training, and experience.
- Experience using an HRIS to extract, analyze and summarize HR data
Knowledge, Skills and Abilities:
- Ability to explain and apply HR policies, procedures, and collective agreement language
- Knowledge of office practices and procedures
- Working knowledge of grievance and arbitration practices and procedures
- Moderate to advanced skills in word processing and file management software
- Ability to research and analyze a variety of HR-related data and issues
- Ability to communicate clearly and concisely orally and in writing, including the ability to prepare business correspondence, presentations, and reports
- Ability to exercise substantial discretion and deal with highly sensitive and confidential information
- Ability to multi-task, organize and prioritize work, under pressure with constant interruptions
- Ability to build and maintain effective working relationships at all levels of the organization to provide exceptional customer service
- Ability to work independently and work collaboratively in a team environment
- Ability to use computer software such as Excel, PowerPoint, Microsoft Word, Outlook, Internet, SAP
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
