Main Purpose and Function
This is a supervisory position with responsibility for planning, coordinating and administering a program that provides housing relocation and referral services to individuals and families in need, including the homeless and vulnerable populations.
Reporting to the Homelessness Services Social Planner 2, this position evaluates and reports on outputs and outcomes, performs complex administrative duties, provides leadership to a team of housing relocation staff, assists in developing relationships with community agencies and provincial government Ministries and oversees the development of community programs delivered by Housing and Outreach staff. Work is reviewed for quality of services provided and achievement of desired objectives.
The position reports to the Social Planner 2, Homelessness Services directly, and under the direction of the Director of Homelessness Services. The position is responsible for creating and maintaining relationships with staff in the Ministry of Social Development and Poverty Reduction, BC Housing, Vancouver Coastal Health, in addition to liaising with various internal COV departments and external Non-Profit agency contacts and housing service providers.
The regular work schedules are based on a condensed 4-day work week between Tuesday to Friday, 7:00am - 4:00pm. Days and hours of work are subject to change in accordance with operational requirements and collective agreement.
Specific Duties and Responsibilities
Supervisory:
- Oversees day to day operations of the Homelessness Services Outreach Team.
- Assigns, schedules and supervises the day-to-day work of staff involved in the delivery of housing relocation services to individuals and families in need, including the homeless and vulnerable populations.
- Provides support to Housing Outreach staff and may become involved to help resolve complex or escalated situations as needed.
- Schedules, assigns tasks and duties and oversees the optimal use of work time.
- Schedules staff in the event of emergent situations as required such as fires and other emergency building closures where housing support is required for displaced tenants.
- Assists in the ongoing development of safety procedures and training of staff to work within the complex work environment.
- Participates in employee work planning, provides feedback, coaches staff and ensures procedures are followed.
- Provides employees with information and guidance related to issues and policies including Freedom of Information and Protection of Privacy, Respect in the Workplace and Code of Conduct and other relevant Policies.
Administrative & Financial:
- Monitors expenditures and creates spending guidelines as necessary with the advice of the Social Planner 2 and Director.
- Assists with the creation and delivery of appropriate rent supplements as necessary.
- Oversees the storage of the Identity Bank of client records monitoring for adherence to privacy legislation.
- Assists or takes the lead in developing and updating a database of landlords, rental housing stock, including hotels, lodges and City-owned properties and prepares related reports.
- Evaluates and reports on program metrics and results to COV management and to contract partners.
- Other duties/responsibilities as assigned.
Client Services:
- Provides front line client services as outlined in the Position Description.
Planning and Development of Programs:
- Develops and plans community programs of an educational, cultural, social and recreational nature provided by the Street Outreach Program.
- Leads the operations related to research carried out by the Homelessness Services, Housing and Social Policy teams as they are requested and with the available resources.
- Oversees the work of street peers/clients/volunteers in special projects, where leadership and direction are vital to drawing attention to areas of need, such Community Kitchens, DTES surveys, and other COV functions; assigning and assuring the work is carried out correctly and reporting on results.
Evaluation of statistical and demographic reports:
- Responsible for preparing the data for reporting to third party funders of the Homeless Outreach Program
- Maintenance of the statistics within a complex third-party database, training auxiliary and other staff on the use of and changes to this developing tool. The position is also responsible for suggesting improvements to the funder for this province wide application.
- Prepares and maintains various files, records and statistics related to the work. These working databases are the basis for the monthly statistics reported to BC Housing and the COV as well as vital to the effective services performed for homeless clients.
- Collects and prepares payroll information for auxiliary COV employees as well as for the Peer employee program to ensure accurate reporting.
Liaison with Outside Organizations:
- Liaises with various community and public agencies providing relocation services or housing; obtains and exchanges information.
- Responds to inquiries from the general population and arranges educational meetings or tours for wide variety of groups from school groups to visiting field experts in the field of harm reduction.
- Performs related work as required.
Qualifications
Education and Experience:
- Diploma in the field of community service or social science, including or supplemented by some training in mental health and substance use, conflict resolution and violence prevention, or an equivalent combination of training and experience. A postsecondary graduation in the field of community service, social science, recreation, or adult education, is an asset.
- Some experience at a supervisory capacity.
Knowledge, Skills and Abilities:
- Considerable knowledge of market and non-market rental housing resources and programs as it pertains to low-income clients.
- Considerable knowledge of the counseling, social and medical service requirements of persons experiencing housing displacement and homelessness.
- Considerable knowledge of the social, medical, financial and community resources available to clients.
- Ability to effectively supervise a group of staff.
- Considerable knowledge of the rules, regulations, procedures and policies governing the work.
- Working knowledge of municipal and provincial legislation affecting tenants.
- Ability to recognize mental, physical and neurological disabilities in clients, as well as financial and social problems and support supervisees to address issues which may complicate tenancy.
- Ability to advise, assist and work persuasively with clients of the homelessness housing and outreach team.
- Ability to establish and maintain effective working relationships with outside agencies, public and community resource organizations, landlords, members of the public, other government officials and civic staff.
- Ability to advocate for clients.
- Ability to communicate effectively orally and in writing.
- Ability to work with minimal supervision.
- Ability to prepare and maintain records and files related to the work.
- Ability to respond to emergencies after regular work hours.
Driver’s License and Record Checks:
- A Police Record Check is a requirement of this position. A clearance requires the absence of any criminal charges or convictions related to this position.
