Main Purpose and Function
The Human Resources Consultant (HRC) is a strategic partner providing expert advice and consultative support to managers and employees on a broad range of human resources matters. Working closely with designated business units, the consultant partners to address workforce challenges and advance organizational and business unit objectives. In addition, the Human Resources Consultant contributes to broader organizational initiatives and may participate in special projects.
We are currently recruiting for two Human Resource Consultants. One of the HRC roles will support Vancouver Fire Rescue Services (VFRS). This portfolio offers a unique opportunity for an experienced HR generalist to play a lead role in managing complex and challenging labour relations matters within a highly unionized environment. The successful candidate will work closely with the leadership team to navigate complex workplace issues including investigations, grievances, and performance management., They will have the opportunity to partner with the leadership team on workforce planning strategies, strengthening employee and labour relations, and advancing people-focused initiatives that support operational excellence. The leadership team possesses a strong understanding of labour relations and collective agreement administration and this opportunity will offer an HR environment that allows the HRC to hone their labour relations expertise. The HRC will be supported by a specialized Labour Relations team and will engage with and be supported by other key HR functions.
The second HRC role will support another City of Vancouver department serving as a trusted advisor and partner to department leaders, providing strategic and operational support on a wide range of people matters. The HRC helps leaders navigate complex workplace issues including investigations, grievances, performance management, organizational change initiatives and helping to advance people-focused initiatives that support operational excellence.
Specific Duties and Responsibilities

Provide guidance and coaching on a broad range of HR matters, including collective agreement interpretation, policy application, workforce planning, organizational design, and performance management.

Lead investigatory and disciplinary meetings, grievance discussions, and grievance hearings.

Participate in labour-management meetings and support the resolution of employee and labour relations issues.

Partner with HR colleagues, managers, employees, and union representatives to foster positive and productive workplace relationships.
Qualifications

Education and Experience: Candidates will have a related degree or diploma and significant experience in a senior HR generalist role within a unionized environment,

Strong background in employee and labour relations.
Knowledge, Skills & Abilities:

Demonstrated success providing strategic and operational HR consulting services within a unionized environment.

Experience advising managers on a broad range of employee and labour relations matters, including collective agreement interpretation, performance management, workplace investigations, disciplinary processes, and grievance resolution.

Strong verbal and written communication, interpersonal, coaching, and facilitation skills, with the ability to influence, build trust, and establish effective working relationships at all levels of the organization.

Skilled at collaborating across teams and fostering positive, productive relationships with managers, employees, union representatives, and HR partners.

Demonstrated ability to manage competing priorities while delivering responsive, high-quality HR support in a fast-paced environment.

Experience in supporting and implementing process improvements that enhance service delivery, operational effectiveness, and client experience.

Experience in leading or supporting project delivery, change management, organizational transformation, and organization design is an asset
As this is a position of trust a Police Information Check will be required.
This position may require frequent travel between work sites, and as such, ability to travel between City sites is required.
