Main Purpose and Function

The Instructional Design Manager will be responsible for the oversight and support of all training programs and courses. This includes designing, developing, and assessing training programs, courses, curriculum, learning material, learning initiatives and technology development in the VFRS (Vancouver Fire Rescue Services) Training Division. They ensure consistency is established across all VFRS Training programs in regard to branding, educational standards, and training delivery.   

 

Specific Duties and Responsibilities

  • Works collaboratively with the Training Officers, Subject Matter Experts, program specific committees, to provide instructional design expertise to meet intended learning outcomes.
  • Uses a needs analysis process to determine learning objectives to achieve desired performance objectives, business outcomes and/or workforce behaviors and recommends appropriate learning interventions and delivery methods.
  • Reviews, develops, updates, maintains and monitors a variety of curriculum, training/instructional materials, and documentation, including assessment tools, courses, exercises, learning activities, job aides, lesson plans, e-learning activities, scenario-based rubrics, facilitator and evaluation guides and manuals, as well as other performance support and assessment materials for the subject matter experts and other Training Officers.
  • Creates evaluation tools and assists with reviewing individual examination and training results, course evaluations, and records of performance to make recommendations and refine assessment models.
  • Assimilates material from Training Officers and Subject Matter Experts to design curriculum and learning resources in a manner best suited for adult learners, (e.g. ensuring only the relevant information is presented to our staff).
  • Formats and brand resources, such as, lesson plans, JPRs, power points, quick reference guides, and manuals to ensure that learners and instructors have effective and consistent learning delivery.   
  • Manages Learning Management Systems (LMS) and other computer-based learning resources e.g. IFSTA Library, access to UL research, Vector Solutions for purposes including but not limited to reports creation and generation.
  • Uses a variety of software to develop multi-media resources which can include text and graphics in slideshow or presentation, diagrams, infographics.
  • Creates content that supports culturally responsive approaches to training, education, expectation setting and team building with a diversity and inclusion lens.
  • Identifies learning patterns and learning gaps and recommends corrective actions for implementation. Troubleshoots issues when needed by obtaining assistance from designated stakeholders which includes but not limited to SME within the City, LMS vendor etc., where required.
  • Coaches Training Officers on instructional design principles and the use of developed training materials and provides feedback on instructional delivery. Provides general and non-technical training as and when required.
  • Develops, implements, and manages workload and resourcing plan for administrative staff, and other members assigned to the learning team, and ensures the plan and workload assignments are regularly reviewed, adjusted and progressed.
  • Maintains a knowledge of current VFRS requirements for training and operations.
  • Develops hiring criteria for VFRS Training Team with direct involvement in the hiring process.
  • Reviews individual assessment and test results and make recommendations.
  • Participates in grievance hearing and investigations as it relates to the training division.
  • Works on special projects and other duties/responsibilities as may be assigned.

 

Qualifications

Education and Experience:

  • Bachelor's Degree in Education or Instructional Design or relevant discipline, e.g.; Adult Education, Curriculum and Instructional Studies ; OR Diploma in Adult Education, Curriculum and Instructional Studies or related field plus a minimum of five (5) years equivalent combination of training and experience facilitating courses and designing lessons; or an equivalent combination of education, training, and experience.

 

Knowledge, Skills and Abilities:

  • Comprehensive understanding and experience in developing educational curriculum and content for adult learners.
  • Comprehensive knowledge of instructional design principles, learning theory and design,,and development models.
  • Ability to provide support in the development of training strategies, practices and standards, and in the development of an annual work plan and training objectives.
  • Demonstrable ability to write and communicate clear and effective correspondence, reports, and plans.
  • Ability to adapt training content and delivery to meet the needs of various learner groups and project requirements.
  • Working knowledge of design and development of eLearning and blended training using Learning Management Systems.
  • Demonstrable computer skills and familiarity with various software programs such as Articulate 360. MS Suite 365, SharePoint, Planner, Adobe, Wordpress, Project management tools, and Content Management Systems.
  • Demonstrated ability to work independently and collaboratively in a team environment.
  • Demonstrate analytical skills in reaching sound decisions and resolving complex problems.
  • The ability to research, evaluate, prepare and write clear and concise reference material.
  • Progressive management skills to manage fast changing workloads and deliverables.
  • Demonstrated ability to organize work, manage projects, and meet requested deadlines in a dynamic environment with multiple and shifting priorities.
  • Excellent interpersonal skills.
  • Ability to manage in a unionized environment.
  • Experience with Collective Agreements, supervision, and initial grievance hearing.
  • Demonstrate ability to facilitate change and participate effectively on collaborative change initiatives.

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
