Main Purpose & Function 
The Landfill Flare Station Supervisor is responsible for managing the Landfill Gas Control and Flare Station (GCFS) and related systems to ensure its operations are safe, effective and efficient, and is in compliance with all policies, codes and regulatory requirements. This includes planning, strategy, coordination, risk identification and management, and budget tracking. Aspects of work may contribute to decisions that may have significant operational and financial implications.

The position is also responsible for maximizing the performance and reliability of the GCFS and related systems by following five key functions:

 

  1. Operational Safety: Promotes a culture of operational safety, identifies opportunities for improvement, and ensures WorkSafe BC (WSBC), Occupational Health and Safety (OH&S), and Technical Safety BC (TSBC) compliance.
  2. System Performance and Optimization: Monitors system performance against regulatory, environmental, economic and renewable natural gas (RNG) partner service objectives, and uses system data to identify and implement opportunities for system optimization while striving for 100% uptime of the GCFS.
  3. System Maintenance: Reviews annual maintenance plans and recommendations, identifies priorities, sets annual budget, and tracks progress.
  4. Supervision/Leadership: Provides leadership to junior staff, develops team goals/objectives, and manages City staff and contractors.
  5. Customer Care: Develops and maintains relationships with the RNG partners, and balances City objectives with partner goals while working within the long-term contracts in place.

 

The position reports to the Landfill Gas Technical Specialist (Civil Engineer II) and supervises junior staff. The position works closely with engineering staff within TLE, Transfer and Landfill Operations, SCADA, Electrical Operations, Project Delivery and other groups within the City, including Human Resources, Workplace Safety, Supply Chain, Legal, Finance, Fleet and Manufacturing Services, as well as externally such as Metro Vancouver and other municipalities.

 

Specific Duties & Responsibilities 

 

Operational Safety

  • Promotes a culture of operational safety, identifies opportunities for improvement, and ensures WSBC, OH&S and TSBC compliance (including permitting, incident reporting and accident investigations) in consultation with Workplace Safety
  • Manages the EAIII to ensure the operation of the GCFS in compliance with policies, codes, and regulatory requirements
  • Provides oversight to staff in the development, review, and update of the GCFS and related safety documentation, such as Standard Operating Procedures (SOPs)
  • Participates in Transfer and Landfill safety committee meetings, other OH&S meetings, hazard assessments, safety inspections and safety audits
  • Provides guidance to staff for technical issues that arise in day-to-day operations, and oversees the roster of after-hours staff for immediate response as required
  • Reports all GCFS downtime occurrences to the Ministry of Environment and Parks

 

System Performance & Optimization

  • Provides operational leadership for a complex, critical system to minimize downtime
  • Ensures the GCFS and related systems are optimized for efficiency, performance and reliability
  • Reviews system data for anomalies and opportunities to improve system performance
  • Coordinates the sourcing and management of all related work and consulting contracts, including tasks such as defining scope of work, estimating costs, preparing and monitoring budgets, maintaining cost controls by analyzing and investigating variances, managing change orders, approving invoices, and ensuring contractors and consultants are accountable for providing services accordingly
  • Oversees and supports staff to identify/plan for and oversee implementation of operational improvements to equipment, control systems (in conjunction with SCADA), operating protocols, etc. to ensure reliable, safe and efficient services
  • Oversees and supports staff to install and commission new works and systems, as well as plans and executes complex maintenance tasks, including system tie-ins and shutdowns (including purge plans)

 

System Maintenance

  • Reviews annual maintenance plan, including identifying priorities, setting annual budget, and monitoring progress
  • Establishes/renews service, maintenance and supply contracts
  • Oversees asset condition assessments, identifies opportunities to prolong asset life, and manages design and construction works to rehabilitate or upgrade the GCFS to extend its asset life
  • Supports the development/implementation of the Landfill asset management plan to help inform annual maintenance plan, and the deployment and use of asset maintenance tracking software

 

Supervision/Leadership

  • Develops team goals, objectives and operational requirements
  • Responsible for recruitment activities, supervising and coaching staff, and participating in evaluating performance, managing attendance and conducting investigations.
  • Reviews staffing schedules and vacation requests to ensure effective coverage of system operations during and after hours
  • Chairs regular team meetings, and meets with internal and external stakeholders to set priorities and review work plan
  • Participates in employee and labour relations issues in a timely, fair and consistent manner using internal City resources, collective agreement provisions, as well as City and Branch policies and programs
  • Identifies team development and training gaps, and assists in developing and implementing training plans
  • Drives continuous improvement through an understanding of industry best practises with a focus on increasing efficiency and enhancing worker safety

 

Customer Care

  • Manages RNG partners’ service objectives and issues related to GCFS operation, and works in collaboration to resolve issues while maintaining the City’s priorities
  • Holds RNG partners accountable to long-term contract requirements
  • Develops and delivers technical presentations at conferences, and provides presentations and tours of the Landfill and/or the GCFS system as needed

Qualifications 

Education and Experience:

  • A Third-Class Power Engineer Certification or higher is preferred.  A Fourth-Class Power Engineer designation or other education and certification with significant demonstrated relevant experience may be considered. Other relevant industrial trade tickets, degrees or certificates are considered an asset
  • Minimum of 8 years of operations leadership experience in a GCFS or related industry
  • Certification in the Solid Waste Association of North America's (SWANA) Manager of Landfill Operations (MOLO) and LFG Operations courses is an asset
  • Training and experience in solid waste management operations and in particular landfill gas
  • Experience with procurement procedures and contract administration, including working with trades and external contractors/consultants
  • Experience preparing safety and operating documentation which meets current regulatory and best-practice standards for complex industrial facilities
  • Experience supervising in a unionized environment
  • A current and valid BC Driver’s License and a satisfactory driving record

 

Knowledge, Skills and Abilities:

  • Considerable knowledge of the safety regulations and regulatory requirements related to the work
  • Thorough knowledge of the standard practices, procedures, methods, materials, tools and equipment used in the design, construction, operation, maintenance and repair of flare stations and landfill gas collection systems at municipal solid waste landfills
  • Knowledge of the standard practices and procedures used in the operation and maintenance of a GCFS
  • Knowledge of SCADA systems and analytical tools to evaluate and optimize plant efficiency and performance
  • Excellent leadership skills with the ability to motivate, engage and mentor staff
  • Excellent communication (oral and written), interpersonal and presentation skills
  • Ability to develop budgets and manage and provide advice on cost control
  • Ability to work well under pressure and manage multiple projects and processes with competing schedules and resources
  • Ability to develop and maintain effective working relationships with operations staff, as well as external third parties
  • Ability to manage change and assist others with adapting to change
  • Ability to exercise sound judgment and resolve conflicts arising within the project team or in interactions with others
