The Vancouver Emergency Management Agency (VEMA) is seeking an experienced and flexible manager to join the VEMA leadership team. The Manager, Emergency Management, plays a critical role in ensuring the City is prepared for emergencies by working collaboratively within VEMA, across the City, region, and with external partners. VEMA portfolios are assigned to managers based on interest, skillset, and need, and include City-wide emergency planning, training & exercises, hazard risk assessment, public education, community emergency planning, emergency support services, recovery planning, emergency operations centre readiness, response infrastructure, and other key emergency management portfolios.

 

The Manager, Emergency Management, works with the VEMA leadership team, their direct reports, and staff across the organization to make sure the organization and its staff are ready to respond to a wide range of hazard events, to reduce hazard risk within the City and the community, to educate the public on hazard risk and preparedness, and to ensure our response infrastructure, and staff and volunteer teams are ready, trained and supported.

 

The Manager, Emergency Management, must bring proven skills in emergency management and resilience, be a strong leader, communicator, and facilitator, with strong organizational, project management, and interpersonal skills. They must be a strong relationship-builder as they influence staff from across the organization and beyond. The ideal candidate will have experience managing staff in a unionised environment, overseeing and delivering complex projects, facilitating planning, and be comfortable with a fast-paced environment.

 

Position Requirements

Education and Experience:

  • Undergraduate degree with a focus on emergency management or related discipline; Master’s degree or equivalent in emergency management or related field is preferred.
  • Formal training and/or qualifications in Emergency Management
  • Minimum of six years of direct experience in the field of emergency management
  • Experience supervising staff
  • Emergency response experience (in an EOC preferred)
  • Experience hiring, managing, and coaching staff in a unionized environment, including all aspects of performance management
  • A valid BC Driver's Licence is required for this position
  • An employment security clearance is a requirement of this position
