Main Purpose and Function

The City of Vancouver is looking for a dynamic and driven Manager, Non-Market Housing Partnerships to play a key leadership role in managing non-market housing across the city. This position is at the intersection of policy, partnerships, and operations. We are looking for a candidate with extensive experience in non profit housing operations, lease and operating agreement management with skills in navigating complex stakeholder environments.

As Manager, you'll lead the City's monitoring and operational oversight of partnership agreement across the City’s non-market housing portfolio. The City’s non-market housing portfolio consists of over 250 sites across Vancouver leased to non-profit housing societies, housing cooperatives and senior government delivering over 13,000 affordable homes in Vancouver, a significant development pipeline of new social housing on City land, and operations of turn-key housing assets secured through the City’s inclusionary housing policies (Vancouver Affordable Housing Endowment Fund). You’ll collaborate with senior City leaders, housing operators, and government partners to ensure our partnership agreements support long-term affordability, accountability, and tenant well-being. From procurement to performance management, you’ll be on the frontlines of creating impactful housing outcomes for Vancouverites.

Reports to:

  • Director of Non-Market Housing Planning & Partnerships

Internal:

  • Relates to colleagues within Vancouver Housing Development Office within the Non-Market Housing Development Team and other City departments including: Finance, Risk and Supply Chain Management; Real Estate and Facilities Management; and Legal Services.

External:

  • Manager is responsible for developing and maintaining effective work relationships non-profit operators, senior levels of government, the non-profit sector, third party service providers, consultants, private enterprise and others.

Direct Reports:

  • Manager is responsible for managing a small team of professionals.

 

Specific Duties/Responsibilities

Partnership Agreement Monitoring & Compliance

  • Acts as a primary point of contact for partner relations
  • Leads the development of a system for monitoring agreements, as well as processes with which to seek operator compliance with those agreements.
  • Implements a proactive procedure for monitoring and evaluating operators in a timely, ongoing manner, and leads on engagement and negotiation to ensure compliance from operators who may be operating contrary to agreed upon conditions.
  • Proactively identifies and resolves compliance issues and operational improvement opportunities at an early stage, enabling the City to engage with operators to address issues during the term of the agreement and before lease renewal, extension or redevelopment.
  • Manages a team to conduct analysis and reporting of information submissions obtained from housing partners (lessees) to support portfolio analysis and lessee performance evaluations
  • Knowledge of, and collaborating with, a wide range of external organizations and internal City departments (Planning & Development Services, Real Estate & Facilities Management, Law, Finance, etc.,) in order to facilitate improvements to rental housing availability and tenant stability, as well as to effectively implement Council’s priorities related to improving rental housing and renting
  • Liaises with the public, community groups, representatives of the development industry, non-profit/co-op housing providers, and senior government representatives and agencies.
  • Prepares reports and recommendations to senior staff and City Council
  • Liaises with key staff across City departments to prevent duplication of work and inconsistent communication with staff and stakeholders.
  • Other duties/responsibilities as assigned.

 

Turn-key Housing Operations

  • Leads all aspects of the operationalization of new turn-key social housing assets
  • Leads the procurement and onboarding of third-party property managers
  • Supports other City teams with operational subject matter expertise during the construction oversight of these assets
  • Establishes housing objectives and targets for each new building (i.e. target affordability, target tenant mix) that maintain the operating and financial sustainability of each building and support broader portfolio objectives
  • Reviews and approves key operational plans proposed by third party property managers, including operating and capital budgets, tenant management plans, and property management plans.
  • Reviews and manages property manger performance against approved budgets and operating plans

Managing and Leading staff

  • Delegating responsibilities to ensure staff members grow as capable participants.
  • Employing various initiatives to coach employees to optimize their capabilities
  • Recruiting, selecting, hiring and evaluating staff who report to this position, supporting
  • other selection processes across the housing portfolio.
  • Completing performance reviews with reports that engender awareness and collaboration that builds capacity.
  • Leading attendance and performance management discussions with staff, including guidance, direction setting, coaching and feedback to staff to support their success.
  • Establishing and practicing appropriate professional boundaries the portfolio - with and between staff, tenants and the community.
  • Identifying needs and gaps and organizing staff training and development to maintain appropriate   professional standards of service delivery.
  • Accountable  for  leading in matters  of discipline  and  terminations
  • Represents the employer at grievence hearings and other employment related hearings such as arbitrations, Labour Board hearings, and Human Right Tribunal hearings
  • Managing conflict in a positive manner that is effective for all parties and over time
  • Investigates and responds to tenant complaints as needed

 

What You'll Bring to the Role:

  • A degree in business, real estate, planning, public policy, or a related field
  • 6+ years of experience in non-market housing operations, contract management, or housing partnerships
  • Knowledge of property and tenant management, affordable housing policy, and lease oversight
  • Strong leadership, negotiation and communication skills
  • Experience working in a unionized environment and interpreting collective agreements
  • Extensive experience managing housing related contracts and agreements, including leases
  • Experience preparing and reviewing operating and capital budgets
  • Experience with operational start up of housing projects
  • Experience with developing and reviewing staffing plans for housing operations
  • Experience with identifying and implementing operational improvements
  • Experience with public procurement practices
  • Experience with data analytics and reporting with large data sets

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
