Main Purpose and Function

Reporting to the Director of Parks, this position leads a staff team responsible for Urban Forestry, and Strategic Planning. In addition, this position is responsible for ensuring continuous quality improvement system-wide while minimizing the Park Board’s environmental footprint to enhance sustainability and mitigate climate change.  This position provides overall leadership and co-ordination of the development and implementation of improved policies, procedures, standards, measures, and new programs on a citywide basis for the Parks Division. 

Specific Duties and Responsibilities

Reporting to the Director of Parks, the primary functions associated with this position include but are not limited to:

  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning, prioritizing and reviewing of work.  Authorizes and controls vacation and overtime requests.  Reviews and edits as required reports, articles, briefing notes, memos and correspondence.  Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary; 
  • Manages, motivates, trains and develops the unit’s staff, ensuring effective teamwork, high standards of work quality and organization, performance, continuous learning and encourages innovation in others; 
  • Ensures compliance with the Union Collective Agreements, covering unionized workers in CUPE Local 15 and Local 1004, Occupational Health and Safety Act and Regulations and all other applicable legislation to protect the safety of our employees, program participants, visitors and our communities; 
  • Develops and maintains a strong culture of Health and Safety;
  • Provides leadership in the design, development and implementation of  innovative programs in the revitalization of  Parks services by integrating trends, assessing environmental initiatives and impacts, identifying emerging issues and efficiencies;
  • Responsible for the development, implementation and measurement of an urban forest management plan;
  • Working with senior management and other partners on the implementation and monitoring of the objectives as outlined in the Strategic Plan;
  • Promoting community development and partnerships and ensuring active participation and effective public consultation for all Parks related programs and initiatives;
  • Evaluates operational efficiencies, identifies duplication of function, establishes performance targets and provides ongoing consultation and direction to the Parks Division including the monitoring of programs to ensure compliance, consistency, continuous improvement and efficient delivery of services; 
  • Develops and implements detailed plans and establishes policies/procedures to ensure quality programs and services;
  • Oversees the Parks Division service planning, new and enhanced services and strategic direction based upon Park Board and City wide priorities;   
  • Plans, identifies and generates partnership development opportunities with internal Divisions, other municipalities and external partners.  
  • Designs, measures, monitors and manages operations and implements new practices in regards to sustainability and climate change;  
  • Responds to Commissioner requests, media and public enquiries and complaints in a timely manner; 
  • Provides media interviews in accordance with City communications policy;
  • Oversees research and preparation of reports, presentations and communications on behalf of the Division on issues that impact the City of Vancouver;
  • Identifies, develops, co-ordinates and implements Parks Division professional development and succession planning initiatives ;
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations; and,
  • Other responsibilities as required. 



Education and Experience:

  • University and or/graduate degree in a discipline pertinent to the job function combined with relevant management training experience, or equivalent combination of education and expertise.
  • Significant management experience gained through progressively more responsible positions, preferably in a unionized environment in functions of administration, operations planning, program design and implementation, project management and community development.  


Knowledge, Skills, and Abilities

  • Demonstrated ability in project management and large scale work planning, including experience analyzing current practices and making recommendations for change, including measuring and monitoring to ensure best practices.
  • Extensive experience in the supervision of staff, including the ability to motivate and develop a high-performing work team.
  • Demonstrated ability to establish and achieve short and long-term goals, including the ability to work within ambitious timelines and budgets. 
  • Excellent writing skills, including the ability to prepare detailed reports and make presentations. 
  • Demonstrated ability to prepare, analyze, and manage budgets and budget forecasts.
  • Demonstrated competencies that include highly developed human relations, communication, negotiation, analytical and conflict resolution skills. 
  • The ability to build a collegial network and strong working relationships with field managers is a critical component of this position.
  • Proven record of accomplishment of solid internal and external relationships and strong leadership capacity. 
  • Demonstrated ability to operate as a fully accountable program leader and as a member of a management team, and self-directed work teams. 
  • Computer literacy and ability to work with office productivity software including MS Office applications (Outlook, Word, Excel, PowerPoint, etc.)Familiarity with B.C. Statutes, including Occupational Health and Safety Act.
